Completed many major tasks.
Despite the heavy workload in November, the Ministry of Interior focused on completing 95 tasks assigned by competent authorities.
Most notably, the Ministry submitted to the Politburo a proposal on the salary and allowance system (based on position, region, and special circumstances) for officials, civil servants, and public employees after the reorganization of the organizational structure and the implementation of the two-tiered local government model.
At the same time, the Ministry of Interior also submitted a proposal on organizing the 11th National Emulation Congress; and advised the Party Committee of the Government to report on the implementation of Conclusion No. 62-KL/TW on the implementation of Resolution No. 19-NQ/TW on continuing to reform the organizational and management system, improving the quality and efficiency of the operation of public non-business units.

The Ministry also focused on building and perfecting institutions to ensure interconnectedness and synchronization. Specifically, it finalized the dossiers and documents to be submitted to the National Assembly for consideration and approval of the amended Law on Public Employees; and submitted to the Government for promulgation many decrees.
Another important task of the Ministry of Interior is to regularly monitor, receive feedback, and promptly answer questions and provide guidance to facilitate the implementation of the two-tiered local government model in accordance with the central government's guidelines.
To date, many difficulties and obstacles have been resolved and overcome, such as organizational structure, consolidation of key positions, and the issuance of regulations on the functions and tasks of specialized agencies at the provincial and commune levels.
In particular, the implementation of policies and regulations under Decree No. 178/2025/ND-CP (amended and supplemented by Decree No. 67/2025/ND-CP) has been completed, with no outstanding issues. To date, 100% of eligible individuals have received their payments.
The Ministry's areas of state management are implemented decisively, synchronously, and with a focus on key areas, ensuring that assigned tasks are completed on schedule and with quality.
The Ministry of Interior clearly defines its functions and tasks as focusing on macro-management, institutional development, strategies, plans, mechanisms, and policies, playing a proactive role, and strengthening inspection and supervision; while simultaneously thoroughly decentralizing power to local governments in all areas of state management under the Ministry's purview.

Regarding key tasks for December, units under and directly affiliated with the Ministry will focus on seriously implementing Conclusion No. 210-KL/TW of the Central Committee on continuing to build and improve the organizational structure of the political system in the coming period and Conclusion No. 202-KL/TW on the operational situation of the political system and local government at two levels.
In addition, the Ministry of Interior also conducted a review and focused on implementing assigned tasks regarding the enforcement of laws related to decentralization, delegation of power, and delineation of authority in the operation of the two-tiered local government; and Conclusion No. 195-KL/TW on the situation and results of the operation of the political system and the two-tiered local government.

The Ministry continues to advise competent authorities to direct ministries, ministerial-level agencies, government agencies, and localities to continue reviewing and improving the functions, tasks, powers, and working relationships; and to reorganize and consolidate the organizational structure of administrative agencies, organizations, and public service units.
Furthermore, it is essential to ensure streamlined operations, effective and efficient performance, and a reduction in intermediate levels, in line with the guiding principles of the Politburo and the Central Steering Committee. Specifically, this involves streamlining personnel, restructuring, and improving the quality of cadres, civil servants, and public employees to meet the requirements of the new situation.
The Ministry of Interior also coordinated with the Central Organization Committee to submit to the Central Steering Committee and the Politburo a report on the current state of personnel management for the period 2022-2026 and proposed personnel plans for the period 2026-2031.
The Ministry continues to urge and inspect the review, arrangement, and placement of officials, civil servants, and public employees to ensure they are assigned to the correct positions and meet job requirements; and to develop and refine regulations on job positions.
