
Speaking at the Plenary Session, Cambodian Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Prak Sokhonn congratulated Vietnam on its significant achievements under the leadership of the Communist Party headed by General Secretary To Lam; expressing confidence that Vietnam will achieve its development goals, reaching double-digit economic growth, becoming a modern industrialized country by 2030 and a developed, high-income country by 2045. Deputy Prime Minister Prak Sokhonn emphasized that the good neighborly relations, traditional friendship, and comprehensive cooperation between Vietnam and Cambodia are a valuable shared asset, constantly being strengthened and developed in many fields. In the context of complex regional and global developments, the two countries will maintain close coordination in regional and international forums, thereby making positive contributions to peace , stability, and sustainable development.

Vietnamese Foreign Minister Le Hoai Trung also expressed his pleasure at Cambodia's strong development and expressed confidence that, under the leadership of the CPP Party headed by President Hun Sen, Cambodia will overcome challenges and realize its goal of becoming an upper-middle-income country by 2030 and a high-income country by 2050. The Minister affirmed that Vietnam always values and gives high priority to its relationship with Cambodia.
In an atmosphere of friendship and mutual understanding, the two sides exchanged views on the situation in each country, focusing on reviewing the implementation of cooperation agreements from the 20th Session of the Vietnam-Cambodia Joint Committee (March 2023), especially in the fields of: politics and diplomacy, defense and security, economy and trade, energy, investment, transportation, education and training, culture, tourism, health, justice, and people-to-people exchanges. Both sides agreed that the frequent visits and contacts between high-level leaders of the two countries in recent times – such as the co-chairing of the opening ceremony of the Tan Nam (Tay Ninh province) - Meun Chey (Prey Veng province, Cambodia) international border gate by Prime Minister Pham Minh Chinh of Vietnam and Prime Minister Samdech Thipadei Hun Manet of the Kingdom of Cambodia – have been very significant. Cambodian Senate President Samdech Techo Hun Sen's visit to Vietnam to attend the 50th anniversary of the Liberation of Southern Vietnam and National Reunification (April 30, 2025) and the 80th anniversary of the August Revolution and Vietnam's National Day (September 2, 2025)... has contributed to strongly consolidating political trust and deepening the comprehensive solidarity, friendship, and cooperation between the two countries.

Both sides agreed that economic, trade, and investment cooperation has continued to develop strongly in recent times, becoming a prominent highlight in bilateral relations. Both sides were pleased with the results of the talks between the Vietnamese Minister of Industry and Trade and the Cambodian Minister of Commerce on April 28, 2025, which outlined many important solutions to realize the goal of achieving US$20 billion in bilateral trade as directed by the high-level leaders of both countries. Both sides welcomed the opening ceremony of the Tan Nam (Tay Ninh) – Meun Chey (Prey Veng) international border gate on December 8, 2025, witnessed by the Prime Ministers of both countries, which is significant in promoting infrastructure connectivity, facilitating border trade, and fostering people-to-people exchanges. Cooperation between localities continues to develop positively, as evidenced by the successful organization of the 13th Conference on Cooperation and Development of Border Provinces between Vietnam and Cambodia (November 28, 2025), thereby affirming the determination of the two governments in building a peaceful, stable, cooperative, and sustainably developing border. Cooperation in education and training, telecommunications, agriculture, forestry and fisheries, tourism, finance, banking, health, aviation, energy, oil and gas, etc., also continues to be maintained and promoted.

The two sides exchanged views and agreed on specific directions and measures to effectively implement the agreements and commitments of high-level leaders, creating a breakthrough in economic cooperation and bringing bilateral relations to a deeper and more substantive level in the future. Accordingly, both sides agreed to maintain exchanges of high-level and other delegations through all channels; fully and effectively implement signed agreements and treaties; promote economic linkages, develop and connect border trade infrastructure, modernize customs clearance processes and procedures, and create favorable conditions for businesses of both countries to invest and operate effectively in each other's countries, especially in the fields of agricultural processing and cross-border trade.
Both sides also agreed to further strengthen cooperation in the fields of security and defense; and to study expanding the quota of cross-border transport permits for commercial vehicles crossing the border between the two countries. At the same time, both sides will promote cooperation in the fields of tourism, education and training, agriculture, forestry and fisheries, postal services and telecommunications, information technology, labor, resources and environment. Both sides affirmed their commitment to further promote cooperation between localities of the two countries and maintain close coordination in multilateral forums such as the United Nations, ASEAN, and the Mekong Subregion mechanisms.

At the conclusion of the meeting, Minister of Foreign Affairs Le Hoai Trung and Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation of Cambodia Prak Sokhonn signed the Minutes of Agreement, which serves as an important basis for ministries, sectors, and localities of both sides to continue implementing cooperation in the future, further developing the good neighborly relations, traditional friendship, comprehensive cooperation, and long-term sustainability between the two countries. Both sides agreed that the 22nd Vietnam-Cambodia Joint Committee Meeting will be held in Vietnam at a suitable time in 2026.
