Deputy Minister of Home Affairs Vu Chien Thang and the delegation from the Ministry of Home Affairs attended and spoke at the Forum. The opening session also included speeches by the Vietnamese Ambassador to Austria, Vu Le Thai Hoang, the Chairman of the IMC Krems school board, Mr. Heinz Boyer, and the representative of Lower Austria, Ms. Christiane Teschl-Hofmeister.
Vietnamese Ambassador to Austria Vu Le Thai Hoang thanked IMC Krems University for collaborating with the Vietnamese Embassy in Austria to organize this important forum, as well as for providing scholarships and training for 150 Vietnamese students. The Ambassador emphasized the priority of human resource diplomacy , stating that organizing the forum was the first step towards proposing the signing of a framework for cooperation between the two countries in nursing, hotel management, and IT, in order to learn from Austria's advanced experience.
Deputy Minister Vu Chien Thang introduced Vietnam's vast human resources, with a population of nearly 110 million, a large working-age population accounting for 65%, and steady population growth. The Vietnamese Party and State have identified human resource diplomacy as one of the four pillars of Vietnam's foreign policy. Currently, Vietnam has over 860,000 workers abroad in more than 40 different markets, working in key sectors such as agriculture , biotechnology, IT, and nursing. Austria and Vietnam have a traditional cooperative relationship. Austria is a central European country with a developed scientific level but a significant labor shortage. Its people are kind and responsible, while Vietnam has an abundant, diligent, and hardworking workforce, particularly experienced in seasonal agricultural labor. With a reforming and flexible labor market, both sides have great potential for successful cooperation in this field. The Deputy Minister proposed two directions for cooperation: vocational training abroad, combining cultural studies with foreign language training; Seasonal agricultural workers do not need foreign language training; they only need to have their Vietnamese vocational certificates recognized.

IMC Krems Board Chairman Heiz Boyer introduced the process of building the cooperation project with Vietnam, initially through collaborations with Hue City, Hanoi University, and the University of Commerce. This is a unique cooperation model, combining three elements: language training, medicine, and employment. Mr. Heiz Boyer hopes that educational cooperation with Vietnam will further deepen the friendship between the two countries.
Ms. Christiane Teschl-Hofmeister assessed the Forum as a wonderful event for Vietnam and the right decision in choosing Krems to host the Forum, as the city is very open to international cooperation. She emphasized the importance of understanding, confidence, and time spent with Vietnamese students.

Over 300 delegates attended the Forum. From Austria, participating organizations included ABA, WKO NÖ, Ecoplus, the Austrian School of Tourism, and numerous labor, tourism, and transport companies. From Vietnam, attendees included the Vietnamese Embassy in Austria, functional units of the Ministry of Interior such as the Department of Overseas Labor Management, the Center for Overseas Labor, the Department of International Cooperation, the Department of Non-Governmental Organizations, the Ministry of Public Security (Department of Internal Political Security), Nghe An province, and nearly 30 Vietnamese companies in the fields of human resource training, labor export, and trade. Online participation included the Department of Vocational and Continuing Education, the Department of International Cooperation, the Ministry of Education and Training, and numerous Vietnamese companies.
The forum consisted of three sessions: Session 1 focused on the economy and skills needs; Session 2 on practical skills (education and tourism), health and healthcare, IT and life sciences; and Session 3 on market connections – Vietnam-Austria trade opportunities. On the sidelines of the forum, Deputy Minister Vu Chien Thang met with Vietnamese students studying at the university, the Austrian Business Agency (ABA), and IMC Krems University. The Vietnamese Trade Office and over 20 Vietnamese companies participated, showcasing Vietnamese products and their companies, and networking with potential partners. Vietnamese companies also visited a wine production cooperative in Lower Austria.
Despite the limited time, the forum addressed all the important issues of cooperation on skilled labor between Vietnam and Austria, connecting labor with economic development needs. The purpose of the forum was to create a channel connecting relevant parties and to facilitate formal cooperation between the two countries. The forum was a great success, receiving high praise and hopes for continued collaboration from the participating delegates.
