Maritime Economic Forum 2025: Unlocking a Vision for Sustainable Development

The 2025 Maritime Economic Forum in Quang Ninh discussed green growth models, the development of marine economic ecosystems, and the enhancement of modern maritime governance.

On the afternoon of December 12th, in Quang Ninh - a dynamic province with many unique marine values ​​- the Ministry of Agriculture and Environment, in coordination with the Central Policy and Strategy Committee and the Provincial Party Committee and People's Committee of Quang Ninh province, organized the Vietnam Marine Economy Sustainable Development Forum 2025.

The forum was honored to have the participation and guidance of Deputy Prime Minister Tran Hong Ha. On behalf of the leadership of the Ministry of Agriculture and Environment, Minister Tran Duc Thang extended a warm welcome and thanked the Deputy Prime Minister and all delegates for their presence at the event.

New context, new demands for the maritime economy.

Speaking at the Forum, Minister of Agriculture and Environment Tran Duc Thang said that 2025 marks a new stage of development for Vietnam, as the country completes the restructuring of its administrative apparatus and implements a two-tiered local government model. This is a time of strong transformation, aiming towards a prosperous and thriving development.

In this context, the growth model needs to be elevated to a new level, based on innovation, science and technology, and deep international integration. Vietnam's maritime economy faces opportunities for strong breakthroughs, but also confronts many challenges from climate change, resource depletion, infrastructure pressure, and competition in the global ocean economy.

The maritime economy is not only an important economic sector but is increasingly becoming a strategic development space, linking growth, security, the environment, and national standing. Sustainable development of the maritime economy therefore becomes a measure of Vietnam's modern governance capacity in the 21st century.

With the strategic vision of the Party and the State, many major policies on the marine economy have been issued, creating long-term orientations for development. In this process, Quang Ninh is seen as a clear example of knowing how to rationally exploit the advantages of the sea, linking economic development with the protection of ecosystems and resources.

Minister Tran Duc Thang stated that choosing Quang Ninh as the venue for the Forum was not only suitable in terms of location but also demonstrated the connection between dynamic local practices and the national strategic vision for the marine economy.

Looking back at 5 years of implementing Resolution 26/NQ-CP

According to Minister Tran Duc Thang, this year's forum coincides with the five-year review of the implementation of Government Resolution 26/NQ-CP on the Strategy for Sustainable Development of the Marine Economy to 2030, with a vision to 2045. This is an opportunity to look back at the achievements and identify the challenges facing the new phase.

Over the past period, the Ministry of Agriculture and Environment has implemented many important tasks: perfecting the institutional and policy framework for marine governance; promoting marine economic sectors towards green, modern, and sustainable development; improving the lives of people in coastal and marine areas; strengthening science, technology, data, and basic research; and promoting international cooperation in protecting the marine environment and responding to climate change while ensuring national sovereignty.

These results provide a solid foundation, but at the same time, they require continued innovation in thinking, refinement of the development model, and improvement of governance efficiency in the future.

Besides the positive developments, Minister Tran Duc Thang pointed out that practical issues still remain, including: Institutions have not kept pace with development requirements; marine economic sectors are developing unevenly; coastal infrastructure is still limited; pollution and overexploitation beyond recovery capacity still occur; and inter-sectoral and inter-regional coordination capacity still needs to be strengthened.

Unleashing the aspiration for a strong maritime nation, prosperous from the sea.

At the Forum, the head of the Ministry of Agriculture and Environment suggested that delegates focus on three key areas: a model for marine economic growth suitable to the new context, based on science and technology, data, and innovation.

Develop a comprehensive marine economic ecosystem, including infrastructure, energy, logistics, coastal cities, human resources, and centers for ocean research and forecasting.

Enhancing modern marine governance, with effective and efficient institutions, advanced monitoring, pollution control, and ecosystem restoration.

Minister Tran Duc Thang expressed his confidence that the discussions, initiatives, and policy proposals at the Forum will make a significant contribution to realizing the aspiration of making Vietnam a strong maritime nation, prosperous from the sea, and sustainably developed.
