President Luong Cuong receives Ambassadors from various countries presenting their credentials.

On December 12th, at the Presidential Palace, President Luong Cuong received the Ambassadors of Egypt, India, Chile, Singapore, and the Ambassadors concurrently accredited to Latvia, Albania, Nepal, Uzbekistan, Djibouti, Gabon, Equatorial Guinea, Somalia, Chad, and Paraguay, on the occasion of presenting their credentials upon assuming their duties in Vietnam.

* Receiving Egyptian Ambassador Hany Mostafa Mohamed Mostafa Hassan, the President expressed his positive impression of his visit to Egypt last August; affirmed that Vietnam values ​​Egypt's role, position, and contributions to regional peace and stability; and congratulated Egypt on its achievements in implementing Vision 2030.

Expressing pleasure at the upgrading of relations between the two countries to a Comprehensive Partnership, the President suggested that both sides coordinate effectively in implementing the new cooperation framework, including strengthening exchanges of delegations and implementing the results of the high-level visit. The President emphasized that trade and investment should be considered the cornerstone, promoting enhanced cooperation in technology, agriculture , and people-to-people exchanges; strengthening defense and security cooperation, as well as coordinating and supporting each other in multilateral forums.

Expressing his sincere gratitude to the President for taking the time to receive him, Ambassador Hany Mostafa Mohamed Mostafa Hassan expressed his honor to be assigned to Vietnam; and conveyed the deepest condolences of the President and people of Egypt to the State and people of Vietnam for the losses caused by the recent severe natural disasters.

Affirming that Vietnam and Egypt have a history of good relations, always standing side by side in the struggle for national independence, the Ambassador pledged that, in his capacity, he would strive to further promote bilateral cooperation; and coordinate closely with relevant Vietnamese agencies to implement the cooperation agreement signed by the two countries.

The Ambassador also expressed his desire for Vietnam to share with Egypt its development experience in several fields such as technology, information, and communication, and to further strengthen cooperation in agriculture so that Egyptian agricultural products can access the Vietnamese market.

* Congratulating Indian Ambassador Tshering W. Sherpa on assuming his duties in Vietnam, the President affirmed that Vietnam always values ​​and gives high priority to the good traditional friendship with India; a relationship that has been carefully nurtured by our predecessors and generations of leaders of both countries, tested through history, and supported each other in the struggle for national liberation and reunification in the past and in the development of our countries today.

Expressing his honor to be assigned to Vietnam, Ambassador Tshering W. Sherpa conveyed the gratitude and best wishes of the Indian leadership to President Luong Cuong and other senior Vietnamese leaders.

Building on the foundation of a long-standing and friendly relationship, Vietnam is an important partner in India's Look East strategy and Indo-Pacific strategy. The Ambassador hopes to further promote trade and investment cooperation between the two countries during his term, as well as trade and investment relations between India and ASEAN.

Agreeing with Ambassador Tshering W. Sherpa's proposal, the President affirmed that Vietnam and India have a good traditional friendship, but some areas, especially economic, trade, and investment relations, are still modest and not commensurate with their potential and advantages. Therefore, in the coming time, the Ambassador needs to focus on promoting and strengthening political trust between the two countries through increasing exchanges of delegations at all levels, especially at the high level; effectively utilizing cooperation mechanisms and implementing agreements reached well, and promoting the Comprehensive Strategic Partnership after 10 years to continue to deepen and become more substantive.

The President suggested that the two countries need to create breakthroughs in economic, trade, and investment cooperation, making the most of the geoeconomic advantages and market potential of both economies; promoting cooperation in defense, security, science, technology, people-to-people exchanges, as well as other areas where both countries have needs, potential, and strengths.

Emphasizing the complex developments in the region and the world, the President stated that the two countries need to continue coordinating and supporting each other in regional and international forums; affirming Vietnam's support for India's Look East policy and its readiness to act as a bridge for India to access the ASEAN market.

* Welcoming Ambassador Nasly Isabel Bernal Prado of the Republic of Chile to her post in Vietnam, the President expressed confidence that the Ambassador would make a positive contribution to promoting friendly relations and cooperation between the two countries.

Recalling the positive impressions from his official visit to Chile in November 2024, the President stated that Vietnam always cherishes the good traditional friendship founded by President Ho Chi Minh and the late President Salvador Allende, and noted that after nearly 55 years of establishing diplomatic relations, the cooperative relationship between the two countries has developed well, achieving many important results in various fields.

Affirming that Chile is one of Vietnam's important partners in the region, the President expressed his hope that, with his affection and capabilities, the Ambassador would promote and deepen cooperation between the two countries in all fields, including economics, trade, and investment, commensurate with the excellent political relations.

The President requested the Ambassador to coordinate in promoting several priorities, including strengthening delegation exchanges, preparing for activities commemorating the 55th anniversary of the establishment of diplomatic relations in 2026; and enhancing coordination at international and multilateral forums.

Ambassador Nasly Isabel Bernal Prado expressed her honor at being appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Chile to Vietnam; conveyed greetings from the President and leaders of Chile to the President of Vietnam; and emphasized the increasingly developing cooperative relationship between the two countries on the foundation of good political relations.

The ambassador affirmed that during his term, he would promote economic and trade cooperation and people-to-people exchanges to develop to the same level as political relations, thereby further promoting and deepening the comprehensive partnership between the two countries, making it increasingly substantive and effective.

* Receiving Ambassador Rajpal Singh of the Republic of Singapore, the President affirmed that Singapore is a close friend and key economic partner of Vietnam; expressed satisfaction with the extremely trustworthy and close political relationship between the two countries, maintaining regular visits and contacts at high levels and at all levels through all channels of the Party, State, Government, and Parliament; bilateral cooperation mechanisms are being effectively utilized; and cooperation in culture, education, and people-to-people exchanges are increasingly flourishing.

The President assessed that economic, trade, and investment relations continue to be a bright spot in bilateral relations, with Singapore maintaining its position as the second-largest investor in Vietnam out of 153 countries and territories; the network of 20 Vietnam-Singapore Industrial Parks (VSIP) in many provinces and cities is a symbol of successful economic cooperation.

The President expressed his hope that, during his term in Vietnam, the Ambassador would serve as a bridge to further promote exchanges of delegations, high-level contacts, and other interactions; and effectively implement the Action Program on the Vietnam-Singapore Comprehensive Strategic Partnership for the period 2025-2030.

The President proposed that both sides strengthen and expand cooperation in science and technology, artificial intelligence, digital transformation, green transformation, defense and security, as well as other potential areas. He also emphasized that both sides need to continue to contribute together to building a strong and prosperous ASEAN community, for solidarity, peace, and stability in the region and the world.

For his part, the Singaporean Ambassador expressed his honor to assume his new role in Vietnam; and extended his condolences to the Party, State, and people of Vietnam for the immense damage caused by the recent severe storms and floods.

The ambassador stated that, based on the strong friendship and cooperation between the two countries over the years, they will make every effort to further promote cooperation in all fields; and expressed a desire to soon promote the establishment of a strategic dialogue mechanism between the two ruling parties, striving to implement it in 2026.

Regarding economic cooperation, the Ambassador stated that Singaporean companies are ready to expand investment in Vietnam and strengthen cooperation with Vietnamese partners in high-tech fields, renewable energy, smart infrastructure, and sustainable urban development.

Speaking at the ceremony for the presentation of credentials by Ambassadors-at-Large to Vietnam from Latvia, Albania, Nepal, Uzbekistan, Djibouti, Gabon, Equatorial Guinea, Somalia, Chad, and Paraguay, the President stated that in the context of a world witnessing profound geopolitical, economic, and security changes, along with intertwined traditional and non-traditional challenges, Vietnam is steadfastly promoting the strength of solidarity, continuing to innovate and restructure its economy to achieve the goal of becoming a developing country with modern industry and upper-middle income by 2030; and a developed country with high income by 2045.

The President was pleased to note that, overcoming geographical distances and building upon the foundation of traditional friendship, relations between Vietnam and friendly countries in South Asia, Central Asia, Africa, Latin America, the Baltic and Balkan regions have been continuously promoted and have achieved many positive advances.

The President emphasized that Vietnam consistently pursues an independent, self-reliant, multilateral, and diversified foreign policy, being a friend, a reliable partner, and an active and responsible member of the international community. Vietnam also cherishes the support and affection that international friends have shown Vietnam throughout its struggle for independence and national development; and is ready to act as a bridge between countries and ASEAN to strengthen economic linkages and bring benefits to middle and developing countries.

Emphasizing that Vietnam always creates favorable conditions for Ambassadors to successfully fulfill their duties, the President requested that Ambassadors play a bridging role, promoting delegation exchanges, connecting businesses, and expanding bilateral and multilateral cooperation, thereby making practical contributions to the friendly relations and common interests of each country.
