Participating in the talks, on the Guangxi side were Comrade Fang Mingxuan, Standing Vice Chairman of the Standing Committee of the Guangxi Zhuang Autonomous Region People's Congress; and leaders of specialized agencies under the People's Congress. On the Tuyen Quang province side were leaders of the Provincial People's Council Committees, along with leaders of the Department of Agriculture and Environment and the Department of Foreign Affairs.

Guangxi Zhuang Autonomous Region is a provincial-level administrative unit located in southern China. It holds a particularly important strategic position, bordering Vietnam with a land border of over 1,000 km; it is bordered to the south by the Gulf of Tonkin, to the west by Yunnan, to the north by Guizhou, to the northeast by Hunan, and to the east by Guangdong.

Guangxi Province covers an area of approximately 237,600 km² and has a population of 58 million people. It comprises 14 provincial-level administrative units and is home to 12 ethnic groups. This region has long-standing ties with Vietnamese border provinces, including Tuyen Quang, with a shared border length of 12,514 km. Economically , Guangxi's GDP in 2024 reached 28,649.4 billion RMB (approximately 2,864.94 billion USD). In the first six months of 2025, GDP reached 13,850.95 billion RMB, a 5.5% increase year-on-year; total import and export turnover in the first five months reached 3,871.5 billion RMB. Per capita income is approximately 16,593 RMB.

Nanning City, the capital of Guangxi Province, covers an area of over 22,100 km² and has a population of nearly 9 million. It is an important transportation and trade hub connecting China with ASEAN. Its GDP in 2024 reached 599.536 billion RMB, a 4% increase; trade cooperation with Vietnamese localities reached 1.6 billion RMB.
Welcoming the delegation from the Standing Committee of the Tuyen Quang Provincial People's Council to visit and hold talks in Nanning, Comrade Phuong Minh Xuan expressed his pleasure at the positive development of cooperative relations between Guangxi and Vietnamese localities in recent times, especially after the reciprocal visits between the late General Secretary Nguyen Phu Trong and Chinese President Xi Jinping.

The comrade highly appreciated the results of cooperation and exchanges between Guangxi Province and the border provinces of Vietnam; the goodwill of cooperation from Tuyen Quang; and affirmed that the Guangxi People's Congress wishes to further strengthen exchanges and share experiences on the activities of elected bodies; coordinate in economic and trade development, agriculture, tourism, border management, and prevention of cross-border crimes.

The comrade emphasized that Guangxi is ready to create conditions for the cooperation between the two localities to be implemented substantively and effectively, meeting the common interests of the people on both sides. 2026 is a year of significant political importance for the two Parties and two countries, and will also open up many great opportunities for friendly cooperation between the two Parties and the two provinces of Guangxi and Tuyen Quang.
The comrade expressed his desire to further strengthen the deep cooperative relationship in many fields in the future; and, as an immediate step, invited Tuyen Quang province to participate in the Spring Festival program of Guangxi province organized in Nanning city.
On behalf of the Tuyen Quang Provincial Delegation, Vice Chairwoman of the Provincial People's Council Le Thi Thanh Tra respectfully thanked the leaders of the Guangxi People's Congress for their warm, thoughtful, and friendly reception. She affirmed that the Party Committee, government, and people of Tuyen Quang province always value and cherish the traditional friendship between Vietnam and China in general, and between Tuyen Quang and Guangxi in particular.
Comrade Le Thi Thanh Tra expressed her desire for both sides to continue strengthening comprehensive cooperation in the spirit of the common understanding of the high-level leaders of the two Parties and States. She suggested that Tuyen Quang and Guangxi maintain regular exchanges between elected bodies, share experiences in the work of verification, supervision, and decision-making on important local issues; and closely coordinate in the implementation of legal documents on the border, promptly handle emerging incidents, prevent crime, and protect the ecosystem in the border area.
Comrade Le Thi Thanh Tra also emphasized the need to promote the opening of the Lung Lan - Long Binh border crossing, turning it into a new driving force for border trade; expanding cooperation in the agricultural sector through the Joint Working Group mechanism, especially in testing and developing plant varieties suitable to the specific climatic conditions of both sides; and restoring cooperation in managing cross-border labor to meet employment needs, contributing to ensuring security and order in the border area; and supporting cultural exchange, tourism, and trade activities.

He expressed confidence that with political determination, mutual trust, and joint efforts from both sides, these cooperation contents, when implemented synchronously, will further deepen friendly exchanges, bring practical benefits to the people of both localities, and contribute to consolidating the comprehensive strategic cooperative partnership and building an increasingly strong Vietnam-China community of shared future. He also looked forward to welcoming the delegation from the People's Congress of Guangxi Zhuang Autonomous Region to visit Tuyen Quang province.
The talks took place in a sincere, trusting, and friendly atmosphere, reflecting the relationship of "good neighbors, good friends, good comrades, and good partners." The exchange opened up many directions for cooperation, demonstrating the determination of both sides to develop the Tuyen Quang - Guangxi relationship in a profound, substantive, and sustainable direction.

The talks contributed to enhancing mutual understanding, consolidating the foundation of cooperation between the elected bodies of the two localities, and opening up new development opportunities in the fields of socio-economics, trade, agriculture, tourism, and border management. This is also an important step in realizing the policy of the high-level leaders of the two Parties and States on building a strategically significant Vietnam-China Community with a shared future.
