Closing of the Second Session of the 19th Tuyen Quang Provincial People's Council

Many outstanding results

During the 2021-2026 term, the Provincial People's Council closely followed legal regulations, directives and guidelines from the Central Government and the province, and the actual situation to innovate in terms of content and methods of operation. The Provincial People's Council held 55 sessions, considering and approving 855 resolutions to address urgent issues within its authority, promptly responding to the directives of the Government , the Standing Committee of the Provincial Party Committee, the Provincial Party Committee, and the leadership and management of the Provincial People's Committee.

The supervisory activities of the Provincial People's Council, its Standing Committee, and its committees have been improved in quality and ensured to be within their authority. A key focus is the selection of the "right" and "appropriate" key issues, pressing problems, and difficult issues directly related to the people's interests for monthly supervision.

The Standing Committee of the Provincial People's Council held 12 sessions to hear explanations and questions regarding existing problems and limitations in the implementation process at the local level. Following these sessions, conclusions were issued, requesting the People's Committees at all levels and relevant departments to thoroughly address these shortcomings.

Voter outreach activities continue to be innovated through the organization of two-level, three-level, and thematic voter outreach sessions on education and training, mechanisms, and policies issued by the Provincial People's Council.

The process of receiving, urging, and monitoring the resolution of citizens' petitions and voters' suggestions is carried out promptly. A new feature is the monthly monitoring and supervision, and the selection of specific suggestions for on-site oversight. This aims to ensure that voters' suggestions are resolved completely and promptly, enhancing the accountability of all levels and sectors.

Accelerate and surpass targets and tasks.

Speaking at the closing session, Chairman of the Provincial People's Committee Phan Huy Ngoc clarified the issues discussed by the delegates and affirmed the political determination of the Provincial People's Committee in implementing the resolutions that had just been passed.

The comrade emphasized: The Provincial People's Committee will continue to propose specific directions and solutions to overcome the shortcomings identified in 2025. The Provincial People's Committee will direct and require all sectors and levels to focus on reviewing current legal regulations, clearly identifying tasks and contents within the decision-making authority of the Provincial People's Council and its Standing Committee, in order to promptly propose the drafting of documents, seek opinions from relevant agencies, organizations, and units, and fully implement all steps in accordance with the prescribed procedures and working regulations.

The comrade suggested that the Provincial People's Council should promptly issue resolutions immediately after the conclusion of the second session so that the Provincial People's Committee has a basis to issue decisions assigning targets for socio-economic development plans, budget revenue and expenditure estimates, and public investment plans for 2026. This will serve as a basis for first-level budget units to allocate budget estimates to their subordinate units, and for commune-level People's Committees to submit budget estimates and public investment plans to the People's Councils at the same level for approval, ensuring compliance with the timeframe stipulated in the State Budget Law and the Public Investment Law.

The Chairman of the Provincial People's Committee called on all levels, sectors, and every official and employee to demonstrate a high level of responsibility and focus on implementing the remaining tasks of 2025, contributing to accelerating and surpassing the assigned goals and tasks in 2026.

In his closing remarks, Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, emphasized the special importance of 2026: This is the year of the 14th National Congress of the Party, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, and also the first year of implementing the 5-year socio-economic development plan for 2026-2030.

The Chairman of the Provincial People's Council noted that, in the new context, especially after the merger of Tuyen Quang province, which will have a larger space, scale, and geographical location of strategic importance to the region and the country, there is a need for a new vision, new thinking, new development perspectives, along with breakthrough and strategic orientations, policies, and solutions.

The Provincial People's Council requests the Provincial People's Committee, all levels, sectors, and communes/wards to fully absorb the directives of Ms. Nguyen Thi Thanh, Member of the Central Committee of the Communist Party of Vietnam and Vice Chairwoman of the National Assembly, and Mr. Hau A Lenh, Member of the Central Committee of the Communist Party of Vietnam and Secretary of the Provincial Party Committee, in their speeches at the opening session of the meeting. During the implementation process, the Provincial People's Committee needs to have stronger, more decisive, feasible, and effective solutions that are appropriate to the implementation capacity, specifying them for each level, sector, and locality with the spirit of 6 clear points: "clear person, clear task, clear responsibility, clear progress, clear results, clear authority." Attention should be paid to the effective mobilization, allocation, and use of resources, closely linking the goals of the socio-economic development plan, the financial plan, and the medium-term public investment plan for 2026, and calculating the roadmap for the entire 2026-2030 period. Promoting initiative, creativity, flexibility, innovation, boldness in thinking, acting, and taking responsibility for the common good. Mobilizing the participation of the entire political system, all economic sectors, all businesses, and the people in the process of socio-economic development and ensuring national defense and security.

In this new phase, the Provincial People's Council will continue to effectively perform its function of deciding on important provincial issues, ensuring timeliness and alignment with the province's development goals in the new context. It will enhance policy responsiveness, regularly review and evaluate the effectiveness of issued policies, and promptly address obstacles, inadequacies, and bottlenecks to facilitate the effective mobilization and utilization of resources, including state resources, social resources, and resources from the people, to effectively serve the province's development goals and tasks.

To ensure the effective implementation and realization of resolutions, the Provincial People's Council requests and calls upon all levels, sectors, and localities, according to their assigned functions and tasks, to make greater efforts and demonstrate higher determination to proactively achieve the highest possible results in fulfilling the socio-economic development targets and tasks for 2025, and to implement the tasks for 2026 at the highest level.

At the session, two individuals were awarded the Third-Class Labor Medal by the President of Vietnam for their outstanding achievements in their work, contributing to the cause of building socialism and defending the Fatherland. The Chairman of the Provincial People's Committee awarded Certificates of Merit to six collectives and 30 individuals for their outstanding achievements in the activities of the Tuyen Quang Provincial People's Council, 19th term, 2021-2026.
