The Provincial People's Council discusses solutions for socio-economic development, national defense, and security.

Continuing the program of the second session of the 19th Provincial People's Council, on the morning of December 10, delegates entered the discussion session on the results of implementing the socio-economic development tasks in 2025, directions and tasks in 2026; the 5-year socio-economic development plan for 2026 - 2030; the 5-year financial plan for the period 2026 - 2030 of Tuyen Quang province.

The discussion session was chaired by the following comrades: Nguyen Van Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Hau Minh Loi, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Council; Pham Thi Minh Xuan, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Council; and Le Thi Thanh Tra, Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Council.

Attending the session were comrades Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; members of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council, Provincial People's Committee, and Provincial Fatherland Front Committee; representatives of departments, agencies, and People's Councils of communes and wards.

In his opening remarks, Chairman of the Provincial People's Council Nguyen Van Son suggested that delegates focus on evaluating the province's leadership, direction, management, and implementation of resolutions of the National Assembly and the Government, as well as resolutions and programs of the Provincial Party Committee and the Provincial People's Council, to fulfill the identified tasks. He emphasized the need to clearly assess the limitations and causes in leadership and management, and propose solutions to improve the effectiveness of the Provincial People's Committee's leadership, management, and state administration in the future.

Regarding the socio -economic development situation in 2025 and the projected socio-economic development plan for 2026, the comrade requested that delegates focus their discussions on clarifying the causes, responsibilities of all levels of government, and proposing solutions in each sector.

Regarding the implementation of state budget revenue collection, local budget expenditure, and budget reserve utilization; and the implementation of national target programs, the comrade requested delegates to discuss the advantages, difficulties, and results of state budget revenue collection and local budget revenue collection in each sector and each revenue item; solutions to effectively implement budget revenue and expenditure tasks in 2026; and solutions to improve the effectiveness of national target programs...

The recommendations and proposals focused on several important areas, such as: requesting the Central Government to promptly issue or amend the Decree on the operational mechanism of national defense and security states in defense zones when implementing a two-tiered local government system; requesting relevant ministries and agencies to study upgrading the current commune-level Military Command to a regular company-level model, operating under a permanent framework during peacetime; and proposing solutions in the economic and budgetary fields to promote economic development.

The delegates also requested that the Provincial People's Committee and relevant departments and agencies pay attention to creating conditions for more efficient operation of the commune-level administrative apparatus; allocate sufficient staffing and personnel according to the actual workload and tasks, especially in areas with a large number of files such as land, construction, and public investment. They requested that the Provincial People's Committee consider providing financial support for key projects that have been approved for investment; promptly issue unified guidelines on determining land limits after mergers between urban (former towns) and rural areas, creating a legal basis for issuing land use right certificates; accelerate the construction of land databases and cadastral maps to serve the issuance of land use right certificates and land clearance, ensuring transparency and accuracy; promptly adjust planning for communes after mergers to ensure long-term development; promptly invest in upgrading the commune-level transportation infrastructure in many areas that are deteriorating; and complete and approve relevant planning documents...

Delegates requested the Department of Education and Training to issue specific guidelines on the procedures for preparing retirement dossiers, considering appointments to professional titles, and related benefits for teachers; and requested the Department of Health to issue specific guidelines on the organization and operation of the Children's Protection Fund at the commune level...

The leaders of the Provincial People's Committee and various departments and agencies have listened to and specifically addressed each issue of concern to the delegates.

Concluding the session, Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, acknowledged the sense of responsibility of the delegates who had thoroughly studied the documents, offered many insightful opinions from the grassroots level, and comprehensively covered all aspects of social life.

The comrade suggested that the Provincial People's Committee should take note of and direct the implementation of several key contents such as: focusing on overcoming limitations in governance; improving discipline and order; strengthening coordination among departments, agencies, and localities; and putting an end to the avoidance and shirking of responsibility.

Focus on directing the implementation of comprehensive solutions to ensure the highest possible growth rate of the Gross Regional Domestic Product (GRDP) in 2025; strictly control indicators that are performing poorly or not yet achieved in order to make concerted efforts to improve their implementation; continue to decisively and synchronously implement solutions to accelerate construction progress and disbursement, focusing on resolving difficulties related to land, environmental resources, and site clearance, especially for key projects...

At the same time, it is proposed that the Provincial People's Committee focus on unlocking new growth drivers, especially processing industries, tourism, and high-tech agriculture, creating a foundation for sustainable growth in 2026 and subsequent years. All levels, sectors, and localities, according to their management responsibilities, should proactively implement solutions in directing, managing, and organizing the implementation, building on achievements, promptly overcoming limitations and difficulties, and contributing to the successful completion of the socio-economic development, national defense, and security plan for 2026.
