We propose specifying the number of electoral units, the list of electoral units, and the number of provincial People's Council representatives to be elected in each electoral unit for the 2026-2031 term.

On December 9, 2025, the Provincial People's Committee issued document No. 4171/UBND-NC requesting the Provincial Election Committee to consider and determine the number of electoral units, the list of units, and the number of Provincial People's Council representatives to be elected for the 2026-2031 term in each electoral unit as follows:

I. NUMBER OF ELECTORAL UNITS

The total number of people in the province, as provided by the Provincial Police (Document No. 6967/CAT-QLHC dated December 2, 2025, from the Provincial Police regarding the provision of population and voter data), is 1,869,824 . According to regulations, the total number of elected representatives to the Tuyen Quang Provincial People's Council for the 2026-2031 term is 62 .

The Provincial People's Committee proposed the establishment of 13 electoral units for the Provincial People's Council, covering the area of 124 communes and wards.

II. LIST OF ELECTORAL UNITS AND NUMBER OF PROVINCIAL PEOPLE'S COUNCIL REPRESENTATIVES TO BE ELECTED IN EACH ELECTORAL UNIT FOR THE TERM 2026-2031

1. Electoral District No. 01:
• Comprises 7 communes: Son Thuy, Tan Thanh, Phu Luong, Truong Sinh, Son Duong, Minh Thanh, and Tan Trao. Population: 161,756 people.
• The number of delegates to be elected is 05 (five).
2. Electoral District No. 02:
• Comprises 8 communes/wards: Hong Son, Dong Tho, Nhu Khe, Binh Ca, Thai Binh , Trung Son, Hung Loi communes and Binh Thuan ward. Population: 137,121 people.
• The number of delegates to be elected is 04 (four).
3. Electoral District No. 03:
• Comprises 6 communes/wards: Tan Long and Yen Son communes, and An Tuong, My Lam, Minh Xuan, and Nong Tien wards. Population: 200,829 people.
• The number of delegates to be elected is 05 (five).
4. Electoral District No. 04:
• Comprises 8 communes: Xuan Van, Luc Hanh, Yen Nguyen, Binh Xa, Ham Yen, Thai Son, Thai Hoa, and Hung Duc. Population: 137,936 people.
• The number of delegates to be elected is 04 (four).
5. Electoral District No. 05:
• Comprises 10 communes: Tri Phu, Kien Thiet, Kien Dai, Kim Binh, Hoa An, Chiem Hoa, Tan An, Trung Ha, Tan My, and Yen Lap. Population: 129,457 people.
• The number of delegates to be elected is 05 (five).
6. Electoral District No. 06:
• Comprises 11 communes: Bang Hanh, Lien Hiep, Minh Quang, Na Hang, Binh An, Lam Binh, Thuong Lam, Hong Thai, Yen Hoa, Con Lon, Thuong Nong. Population: 128,509 people.
• The number of delegates to be elected is 05 (five).
7. Electoral District No. 07:
• Comprises 8 communes: Yen Phu, Lieu Luu, Bach Xa, Vinh Tuy, Hung An, Bac Quang, Dong Yen, and Tien Yen. Population: 142,267 people.
• The number of delegates to be elected is 05 (five).
8. Electoral District No. 08:
• Comprises 12 communes: Xuan Giang, Bang Lang, Tan Trinh, Tien Nguyen, Quang Binh, Yen Thanh, Khuon Lung, Quang Nguyen, Trung Thinh, Nam Dan, Pa Vay Su, Xin Man. Population: 128,150 people.
• The number of delegates to be elected is 05 (five).
9. Electoral District No. 09:
• Comprises 12 communes: Pờ Ly Ngài, Bản Máy, Thàng Tín, Hoàng Su Phì, Tân Tiến, Nậm Dịch, Hồ Thầu, Thông Nguyên, Tân Quang, Đông Tâm, Bạch Ngọc, Linh Hồ. Population: 128,973 people.
• The number of delegates to be elected is 05 (five).
10. Electoral District No. 10:
• Comprises 13 communes and wards: Communes: Thuong Son, Viet Lam, Cao Bo, Vi Xuyen, Phu Linh, Ngoc Duong, Thanh Thuy, Lao Chai, Tung Ba, Thuan Hoa, Minh Tan and wards: Ha Giang 1, Ha Giang 2. Population: 150,947 people.
• The number of delegates to be elected is 05 (five).
11. Electoral District No. 11:
• Comprises 10 communes: Đường Hồng, Yên Cường, Bắc Mẽ, Giáp Trung, Minh Ngọc, Minh Sơn, Du Già, Ngọc Long, Đường Thượng, Mậu Duệ. Population: 117,262 people.
• The number of delegates to be elected is 04 (four).
12. Electoral District No. 12:
• Comprises 10 communes: Tùng Vài, Nghĩa Thuận, Quản Bạ, Cán Tỷ, Lùng Tám, Bạch Địch, Yên Minh, Thắng Mỗ, Phố Bảng, and Sà Phìn. Population: 150,980 people.
• The number of delegates to be elected is 05 (five).
13. Electoral District No. 13:
• Comprises 9 communes: Sung Mang, Lung Phin, Tat Nga, Niem Son, Khau Vai, Meo Vac, Son Vi, Dong Van, and Lung Cu. Population: 155,637 people.
• The number of delegates to be elected is 05 (five).
