Speaking at the opening of the session, Chairman of the Provincial People's Council Nguyen Van Son emphasized: The second session of the Provincial People's Council is the regular session at the end of 2025, this is also the last regular session of the 2021-2026 term. In this session, the Provincial People's Council decides on many major issues of great significance, with the largest number of resolutions in 2025. He requested the Provincial People's Council delegates to continue to promote a high sense of responsibility to carefully study reports and documents; contribute many enthusiastic and intellectual opinions to discuss and resolve to ensure the highest quality of the contents presented at the session.
Stable socio -economy, promoting internal strength, adapting to challenges
The report of the Provincial People's Committee presented at the meeting showed that the province's socio-economic picture in 2025 has many positive signs, despite facing natural disasters, epidemics and adverse impacts from global economic fluctuations. In that context, the province still maintains stable growth, marked by important indicators.

Most notably, the GRDP growth rate reached 8.01%, creating a foundation to maintain growth momentum in the following years. The average GRDP per capita is estimated at 54.32 million VND/person/year. Of the 25 main targets, 19 targets are estimated to reach and exceed the plan, demonstrating a positive change in economic management.
The agricultural sector continues to be an important pillar. Agricultural, forestry and fishery production has achieved a good growth rate, with a total estimated value of VND 21,405 billion, an increase of 5.4% compared to 2024. The area of key crops such as oranges and tea continues to be maintained and developed according to VietGAP and organic standards; aquaculture areas are expanded, with output reaching over 16 thousand tons, an increase of 7.7%. Tuyen Quang also provides hundreds of codes for growing areas and packaging facilities, expanding the agricultural export market.
Industry maintained strong growth momentum with an increase of 16.6%, becoming an important driving force for the general economy. Industrial zones and clusters continued to attract many new projects, gradually forming large-scale industrial production chains, especially in the fields of agricultural processing, garments, and construction materials. Industrial infrastructure was focused on, a number of hydropower projects were completed and connected to the national grid, contributing to energy security.
The trade, service and tourism sectors have made an impressive recovery. The production value of service industries is estimated to increase by 8.06% compared to 2024; Total retail sales of goods and social consumer services are estimated at VND 58,708 billion, up 7.2%; import and export activities through Thanh Thuy - Thien Bao border gate reached more than 1 billion USD, up 86.4% over the previous year. In particular, Tuyen Quang tourism affirmed its position when welcoming 3.9 million visitors with total revenue estimated at VND 10,523 billion. Many international titles such as "Asia's Leading Cultural Destination", "World's Best Tourist Village 2025", "Asia's Leading Ecotourism Area" ... have contributed to enhancing the province's tourism brand on the world map.

In the social field, the province continues to pay special attention to improving the quality of people's lives. Education and health care work has been strengthened towards standardization and sustainability; 100% of communes and wards have maintained the results of universal education at all levels, affirming the right and continuous investment of the sector. The rate of schools meeting national standards continues to improve: preschools reach 64.4%, primary schools 74.6%, secondary schools 65%, high schools 46.7%. The reduction in the rate of poor households according to multidimensional standards reached 3.7%. In particular, the province has successfully completed the program of eliminating 15,083 temporary and dilapidated houses, achieving 100% of the plan, creating a profound humanistic mark, demonstrating the drastic participation of the entire political system and the spirit of sharing of the community.
In the context of serious natural disasters due to the impact of storms No. 10 and 11, the province has proactively mobilized and allocated more than VND 529 billion to overcome the consequences, ensuring stable lives and production of the people. More than 703 tons of rice from the national reserve were promptly distributed to affected households, ensuring no one goes hungry during and after the natural disaster. Administrative reform, digital transformation and improvement of the investment environment continued to be promoted, creating clear changes in handling administrative procedures for people and businesses. The reorganization of the administrative apparatus after the merger was carried out carefully, ensuring stability; at the same time, improving the effectiveness and efficiency of state management according to the 2-level model.
Implement well the policy of "local decision, local action, local responsibility"
In her remarks at the session, Vice Chairwoman of the National Assembly Nguyen Thi Thanh acknowledged and highly appreciated the efforts of Tuyen Quang province in 2025, noting that despite many difficulties, it maintained a high growth rate and completed most socio-economic development targets. Key projects, such as the Tuyen Quang - Phu Tho expressway and the Tuyen Quang - Ha Giang expressway, were completed on schedule. These results clearly demonstrate the spirit of unity, high determination, and the coordinated efforts of the entire political system; the sense of responsibility and flexibility in the leadership and management of the Party committee and government; and the important contributions of the Provincial People's Council.

He highly appreciated the fact that the Provincial People's Council has proactively followed the policies and resolutions of the Central Government, quickly concretizing them into practice. Immediately after the merger, the Provincial People's Council issued 90 resolutions, including 55 legal resolutions, clearly demonstrating the spirit of "locality decides, locality does, locality takes responsibility" in implementing the Central Government's policy of decentralization and delegation of power. Along with that is strong innovation in supervision activities, selecting issues of interest to voters; promoting the application of digital transformation in management and serving the session, creating a widespread and high efficiency. Tuyen Quang is also one of the localities that has successfully implemented the 2-level local government model after the merger.
The Vice Chairman of the National Assembly emphasized that, with the new development space, the province needs to build a long-term vision, harmoniously develop urban centers, form strategic development axes and routes, and create a driving force for the entire province. To do that, the Provincial People's Council and each delegate must continue to uphold the pioneering spirit in implementing the policy of "local decision, local action, local responsibility"; enhance the responsibility for supervision, closely follow the grassroots, promptly detect and reflect pressing issues among the people, so that the People's Council is truly the representative body of the will and aspirations of voters.

The comrade suggested that the Provincial People's Council continue to strongly innovate in preparing for sessions, improve the quality of discussions, strengthen questioning activities, ensure openness and transparency, enhance communication and apply digital transformation to create social consensus.
Regarding personnel matters for the upcoming elections, the Vice Chairman of the National Assembly requested the province to focus on thorough preparation, ensuring a reasonable structure, appropriate number, and selecting outstanding National Assembly and People's Council representatives who are truly worthy of representing the will and aspirations of the voters.
Building policies to motivate new stage development
Speaking at the meeting, Provincial Party Secretary Hau A Lenh emphasized: 2025 is the year of provincial consolidation and operation under the 2-level local government model, which is also a year with countless difficulties and challenges. Natural disasters have directly impacted and greatly affected the production and daily life of the people. However, under the close leadership of the Provincial Party Committee, the effective supervision of the People's Council, the drastic management of the Provincial People's Committee and especially the spirit of solidarity and consensus of the entire political system and the people, the province has achieved quite comprehensive and important results. The economic picture of the province continues to maintain growth momentum in the context of general difficulties; the new apparatus has quickly come into stable operation; education and health have received investment attention; the poverty rate has decreased by an average of 4.86%/year. People's lives have been improved, national defense, security, social order and safety have been maintained, creating a stable environment for development. The great national unity bloc is constantly being consolidated.

The Provincial Party Secretary also pointed out the limitations and bottlenecks that are hindering the province's development. Among them, economic growth has not yet reached the target assigned by the Provincial People's Council; public investment is a worrying "bottleneck", the progress of disbursement of public investment capital is slow, site clearance work at many key projects is still delayed and confusing, reducing the efficiency of capital use and missing development opportunities; the 2-level government model, although in operation, still reveals "post-merger" shortcomings.
He suggested: Delegates need to closely follow the Resolution of the 1st Provincial Party Congress, deeply analyze the new context, especially the digital age and green development trends, the targets set for 2026 and the period 2026 - 2030, focus on discussing breakthrough solutions, building growth scenarios to achieve the double-digit growth target from 2026. The allocation of medium-term public investment capital must comply with the principle: "Investment must be focused, key, not scattered, fragmented, and ineffective". Review and thoroughly handle backlogged and prolonged projects. Any project that is ineffective or has legal problems that cannot be resolved must be resolutely stopped, cut down, and capital recovered to focus resources on other projects. For newly started projects, capital must only be allocated to projects that are truly urgent and demonstrate clear socio-economic efficiency.
For the Resolutions on decentralization of revenue sources and budget expenditure tasks, it is necessary to ensure publicity, transparency, science, increase initiative for lower-level budgets, and at the same time foster sustainable revenue sources. There must be a flexible financial mechanism for commune-level budgets to promptly resolve problems arising at the grassroots level, quickly stabilize and develop.

He also suggested that the Provincial People's Council should thoroughly discuss solutions to improve the quality of cadres, civil servants and public employees according to job positions; need to deeply realize that digital transformation is vital, if not thoroughly digitally transformed, building digital government, using digital data, the management of the provincial level will certainly be very difficult; carefully consider support policies, beneficiaries, support levels so that when issued, these policies must really come into life, promptly encourage, motivate and ensure social security, in line with the spirit of "leaving no one behind".
The tasks set for 2026 and the 2026-2030 period are very heavy but also extremely glorious. The Provincial Party Secretary has full confidence that the province will overcome all difficulties and challenges, successfully complete the socio-economic development goals, and bring the province to rapid and sustainable development in the new era.
At the opening session, along with key reports on the socio-economic situation in 2025, the Provincial People's Council also listened to other important reports including: Report on the results of the Provincial People's Committee's work in 2025. The Provincial Vietnam Fatherland Front Committee reported on the work of participating in government building and the results of social supervision and criticism in 2025. The Provincial National Assembly Delegation reported on the results of the 10th Session of the 15th National Assembly.
The Provincial People's Court presented a report on the results of work in 2025 and the direction of tasks in 2026; the Provincial People's Procuracy reported on the results of work in 2025 and the direction of tasks in 2026. Committees of the Provincial People's Council presented reports on the review of the report of the Provincial People's Committee, draft resolutions and contents considered at the meeting, including the review of the Economic - Budget Committee, the Legal Committee, the Cultural - Social Committee and the Ethnic Committee.
