Questioning and answering questions is one of the issues of great interest to voters at the session. This is because the two groups of topics selected for questioning are both issues closely followed by the public. These include issues related to state management of mineral resources and environmental protection (specifically, mineral exploitation, waste treatment; land clearance and handover for construction projects, etc.) and issues related to the implementation of investment decisions using non-budgetary investment capital by the Provincial People's Committee.

The questioning by provincial People's Council representatives and the frank answers from the leaders of the Provincial People's Committee, the Department of Agriculture and Environment, and the Department of Finance received strong support and high praise from voters. Voter Ly The Dung from Hung An commune happily stated that he was particularly impressed with the sense of responsibility of representative Voong Phung Hong (representative group No. 14) in accurately identifying the situation where Vitech Ha Giang Company, whose gold mining license expired in 2019, had not fully fulfilled its responsibility to restore the environment in the two villages (Cao and Kieu) where it was previously mined in the commune.
According to voter Ly The Dung, he was also very satisfied with the answers and commitments of the Director of the Department of Agriculture and Environment, Pham Manh Duyet. The head of the department was very receptive, fully accepting the questions from the delegates and taking responsibility; at the same time, he committed to working directly with the mining unit in December to fulfill its responsibility for land restoration and environmental remediation. In case the mining unit lacks the capacity, the department will report to the Provincial People's Committee to take action as soon as possible.
Similarly, voter Bui Sy Chien from Xay Dung village, Son Duong commune, also strongly agreed with the questioning and answering session regarding investment using non-budgetary funds. Voter Chien emphasized: Non-budgetary capital is an extremely important resource for a province still facing difficulties like Tuyen Quang. Removing obstacles and creating a clean and stable land base will certainly be a "big magnet" attracting capital to build projects, thereby promoting socio-economic growth.
Besides the question-and-answer session, the discussion session at the meeting also received great attention. Ms. Le Thi Bien, from Hung Thanh 7 residential group, An Tuong ward, commented: "Hearing the report on the socio-economic development and national defense and security situation, I truly have confidence in the leadership, guidance, and management of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee."
Over the past year, despite numerous upheavals and the negative impacts of natural disasters, most targets have been met or exceeded. Ms. Bien also expressed satisfaction that the delegates had thoroughly addressed many core issues of concern to voters, such as: the delays in important construction projects due to material shortages, even though Tuyen Quang province has many mines for common construction materials; the shortage of officials at the commune level under the two-tiered government system; and the shortage of teachers and doctors at the grassroots level.
Immediately after the discussion and questioning session, Comrade Nguyen Van Son, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, acknowledged the sense of responsibility of the delegates. He also requested the Provincial People's Committee to take note of the feedback and direct the implementation of fundamental solutions to address the root of the problem, ensuring smooth and effective state management of economic and social affairs.
Expectations for important policy decisions.
The second session of the 19th Provincial People's Council adopted many important, strategic resolutions that will shape the province's development in the coming period, such as: the Resolution on socio-economic development; the Resolution on the 5-year financial plan for the period 2026-2030; the Resolution on approving the investment policy for the Tuyen Quang - Ha Giang Expressway Project (phase 2), the section from Tan Quang to Thanh Thuy international border gate; and many other important resolutions in the fields of ethnic affairs and public investment... These are all documents with significant impact, widely supported and highly appreciated by voters and all strata of the people.
Voter Hoang Van Vinh from Hoac village, Thai Binh commune, highly appreciated the resolution on the 5-year financial plan for the period 2026-2030. Mr. Vinh believes that the drafting and issuance of a resolution on finance for such a long period demonstrates a visionary approach to scientific management and efficient allocation of capital to serve investment and development.
Sharing the same viewpoint, voter Cao Thi Thu Huong from Ha Giang 2 ward expressed interest in the resolution on socio-economic development, including issues related to tourism development and the resolution approving the investment plan for the Tuyen Quang - Ha Giang expressway project. Ms. Huong stated and expressed her expectations: With the expansion of the province's administrative boundaries and the availability of tourism products, investment in development will certainly help the province's tourism industry achieve breakthroughs. In particular, the future operation of the expressway will open up many great opportunities for overall economic development.
The success of the 2nd session of the 19th Provincial People's Council has painted a comprehensive picture of the province's socio-economic development, while also demonstrating the democracy, transparency, and close attention of the local state power body. This provides a solid foundation for voters and the people of Tuyen Quang to continue placing their trust and expectations in the province's strong breakthroughs in the coming period.
