Highlights of the 10th Session of the 15th National Assembly - Part 2: Enhancing the Effectiveness and Efficiency of State Management Activities

During the 10th session of the 15th National Assembly, the supervisory role was carried out profoundly and impressively through plenary discussions on the implementation of nine thematic supervision resolutions and seven interpellation resolutions of the 14th and 15th National Assemblies, with the content of the resolutions spanning 17 key areas.

The session was televised and broadcast live, and was eagerly awaited by many voters because it was an opportunity for the National Assembly to implement a comprehensive post-audit mechanism, evaluating the overall results of the implementation of specialized supervision resolutions and interpellation sessions throughout the past two terms.

Contributing opinions on the resolutions of the 14th and 15th National Assembly terms regarding thematic supervision and questioning, National Assembly deputies highly appreciated the efforts and sense of responsibility of the Government in implementing the resolutions on supervision and questioning of the National Assembly in almost all fields such as finance, banking, industry and trade, construction, transportation, etc., especially the results of handling more than 1,700 outstanding projects according to Resolution 170.

Delegates suggested studying and considering a more "fundamental" support package for people and businesses affected by recent natural disasters, storms, and floods…

Many insightful and intelligent opinions have been contributed to propose specific solutions to accelerate the handling of issues and improve the quality of supervision in the future, especially by linking law enforcement with lawmaking.

Deputy Prime Minister Nguyen Hoa Binh reported in detail on the Government's efforts in the field of inspection, especially in handling projects and land issues in inspection conclusions, audits, and judgments, with over 81% of the obstacles having been resolved.

Members of the National Assembly generally agreed and highly appreciated the quality of the report, as well as the frankness of the government members in directly addressing achievements, remaining problems, inefficiencies, their causes, and proposed solutions.

The parliamentary bodies have also pointed out tasks that are behind schedule or showing little progress in each area.

Modernizing monitoring with data

To meet the requirements set forth in the National Assembly Resolution, the Supreme People's Court has identified several tasks and solutions that need to be focused on in the coming period, including: Continuing to effectively implement solutions to accelerate the progress and improve the quality of resolving and adjudicating all types of cases; strengthening political and ideological education, sense of responsibility, political acumen, and professional ethics for officials and civil servants; reviewing, amending, and supplementing relevant legal documents to ensure effective operation; strengthening inspection, examination, and supervision of trials; and continuing to invest in the construction and renovation of court buildings at all levels to consolidate and modernize the physical infrastructure of courts at all levels.

Through the implementation of National Assembly resolutions on thematic supervision and questioning, the Supreme People's Procuratorate proposes that the National Assembly direct the review, amendment, supplementation, or promulgation of legal documents in areas of state management such as land, insurance, etc., ensuring strictness and consistency; and at the same time, strengthen the explanation and guidance for the uniform application of the law.

State Auditor General Ngo Van Tuan also stated that in the coming time, the State Audit Office will continue to closely follow the leadership and direction of the Party, the State, and the National Assembly, strongly innovating audit methods based on the strong application of science and technology, information technology, and digital transformation. It will focus on thematic audits and "hot" areas of public and voter concern, aiming to improve the efficiency of managing and using public finances and public assets, contributing to the prevention of corruption, waste, and negative practices.

The discussions demonstrated the National Assembly's thorough oversight and high sense of responsibility. The National Assembly analyzed the institutional and legal causes. Many opinions suggested that the agencies responsible for reporting should clarify the legal difficulties and obstacles that have hindered the implementation of the resolution, thereby providing a basis for the National Assembly to continue improving the legal system at this session and subsequent sessions.

Also at the 10th Session, the National Assembly spent the entire day of October 28th discussing in the plenary hall the report of the Supervisory Delegation and the draft Resolution of the National Assembly on the results of the thematic supervision of "the implementation of policies and laws on environmental protection since the Law on Environmental Protection of 2020 came into effect". Based on the results of the thematic supervision, the National Assembly issued a Resolution to further improve the effectiveness and efficiency of the implementation of policies and laws on environmental protection, including a focus on implementing a number of breakthrough tasks and solutions to improve environmental quality, protect public health, ensure environmental security, and move towards sustainable development.

The National Assembly devoted time to reviewing the results of the monitoring activities carried out by specialized monitoring teams during the year, particularly those related to: Implementing Resolutions on Preventing and Combating Corruption and Negative Phenomena: Focusing on evaluating the results of implementing the resolutions of the Party and the National Assembly on preventing and combating corruption, waste, and negative phenomena in sensitive and complex areas.

Evaluating the progress and effectiveness of national target programs (new rural development, sustainable poverty reduction) aims to ensure that resources are used for the right purposes and yield practical results. The National Assembly has reviewed and assessed the implementation of important resolutions issued since the beginning of the term, including evaluating the effectiveness of specific mechanisms and policies applied to major cities (Ho Chi Minh City, Hanoi, Da Nang), in order to promptly learn from experience and issue amending and supplementary resolutions at this session…

In addition, the National Assembly reviewed and discussed reports on judicial work, anti-corruption, crime prevention and control, and violations of the law; the results of monitoring the resolution of voters' petitions; receiving citizens; handling letters and complaints; and resolving citizens' grievances and denunciations…

From the sessions, National Assembly deputies highlighted the urgent need for the next phase: modernizing oversight through data. A common database system on the implementation of thematic oversight resolutions and interpellation, interconnected between the Government, Courts, Procuracy, State Audit Office, and the National Assembly, will be the foundation for continuous, objective, and effective oversight.

When data is complete, consistent, and updated in real time, parliamentary oversight not only monitors the implementation of tasks but can also provide early warnings of policy risks, making governance and policy-making more flexible, transparent, and scientific.

Many opinions suggest a modern monitoring model, based on data and technology, with a system of specific, verifiable metrics that can be tested in real time. This is a direction that aligns with the trend of digital transformation.

In fulfilling its oversight role, the results of this work demonstrate that it is a measure of the effectiveness of the National Assembly's reforms, clearly affirming the National Assembly's role in controlling power with the goal of improving administrative discipline and order, and ensuring the effectiveness and efficiency of state management.
