Issuing the National Civil Defense Plan for the period 2026-2030

Prime Minister Pham Minh Chinh signed and issued decisions promulgating the National Civil Defense Plan for the period 2026-2030 and the 2026 work program of the National Civil Defense Steering Committee.

Specifically, Prime Minister Pham Minh Chinh signed Decision No. 2693/QD-TTg promulgating the National Civil Defense Plan for the period 2026-2030 (the Plan).

The Plan aims to strengthen state management of civil defense, enhance the capacity for prevention, response, and mitigation of the consequences of incidents, natural disasters, calamities, epidemics, environmental issues, and wars, in order to protect the safety of lives, health, and property of the State and the people, maintain economic, political, and social stability, and ensure the sustainable development of the country.

The goal by 2030 is to fundamentally complete the system of legal documents; mechanisms and policies on civil defense and emergency situations, ensuring uniformity and consistency within the legal system. This includes improving the capacity to forecast and warn of incidents, natural disasters, and catastrophes; strengthening the capacity to monitor disaster risks to the environment and residential areas; and enhancing the leadership, command, and operational capabilities, as well as the response and recovery capabilities of civil defense forces, communities, and the entire population. The plan also involves continuing the comprehensive implementation of projects and programs to enhance civil defense capabilities, focusing on building a specialized, professional, elite, and modern civil defense force that is lean, efficient, and strong to meet the demands of the new situation.

The plan outlines specific tasks and solutions as follows: Regarding preventive tasks, the plan requires the dissemination of information, education , and raising community awareness about civil defense; skills in preventing and avoiding incidents, natural disasters, calamities, epidemics, and environmental issues. It also calls for the comprehensive development and improvement of the legal framework on civil defense and emergency situations; and the development of plans and response strategies for various types of incidents, natural disasters, calamities, and emergencies. Furthermore, it emphasizes strengthening the organizational structure for command and control, along with strengthening the specialized and part-time civil defense forces from the central to local levels. Finally, it calls for training, instruction, and exercises for specialized and part-time civil defense forces, as well as broader forces.

Simultaneously, review, plan, and construct civil defense structures in accordance with the national and local socio-economic development plans; review, build, and upgrade the monitoring and early warning systems for incidents, natural disasters, and catastrophes; regularly assess the risks and impacts of incidents, natural disasters, and catastrophes in each locality; and build a national database on civil defense. Research and apply science and technology in the field of civil defense and emergency response; and expand bilateral and multilateral international cooperation on civil defense and emergency response.

Regarding response tasks, it is necessary to strictly maintain the civil defense duty regime at all levels, promptly receive, assess, and determine effective response scenarios; notify and alert local authorities and communities. Maximize the mobilization of manpower, vehicles, technical equipment, and essential supplies, chemicals, medical supplies, and medicines to ensure the safety of response forces and people in the affected areas; evacuate and disperse people and agencies safely from areas affected by incidents and disasters.

Regularly update and forecast the situation regarding incidents and disasters for the public, especially in affected areas; maintain a smooth communication system to ensure effective direction, command, and control from the central government to local authorities and response forces. Receive and coordinate supplies and goods for support and relief from the central government, local authorities, and domestic and international organizations and individuals; control commodity prices. Ensure security, order, and social safety in areas affected by natural disasters, calamities, and epidemics.

Implement measures to restore and stabilize production and socio-economic activities in the affected areas; quickly stabilize the lives of the people.

Regarding the task of addressing the consequences, the Plan requires assessing the recovery needs of target groups in terms of housing, food, clean water, sanitation, livelihoods, infrastructure, and basic social services. It calls for implementing policies and measures to restore and stabilize production and socio-economic activities in affected areas; and quickly stabilizing people's lives. It also emphasizes strengthening environmental sanitation measures; carrying out disinfection, decontamination, and sterilization; addressing environmental pollution; preventing and controlling diseases; and ensuring a safe living environment. Furthermore, it mandates the repair and restoration of essential infrastructure, civil defense structures, and other public works; and inventorying and replenishing any shortages in logistical and technical supplies.

To effectively implement the above tasks, the Plan proposes the following nine main solutions:

- Maintain and strengthen the Party's leadership, improve the effectiveness and efficiency of State management, and promote the role of all forces, the political system, and the entire population in civil defense activities.

- Strengthen information dissemination, propaganda, and education to raise awareness and responsibility among all levels, sectors, and the entire population regarding civil defense and emergency situations.

- Continue to improve the system of legal documents, mechanisms, and policies to effectively implement civil defense work.

- Closely integrate socio-economic development with enhancing civil defense capabilities.

- Promote research and application of modern science and technology to enhance early warning and forecasting capabilities.

- Intensify drills on response plans and strategies to improve the skills and capabilities of civil defense forces and the people in carrying out their duties.

- Maintain a state of readiness to respond promptly to and mitigate incidents and disasters.

- Actively expand international cooperation and leverage external resources to enhance civil defense capabilities.

- Conduct inspections, preliminary reviews, and final summaries of the implementation of civil defense tasks, gradually improving the quality of civil defense activities.

The National Civil Defense Steering Committee is tasked with advising the Government and the Prime Minister on directing ministries, agencies, and localities to implement the National Civil Defense Plan. The Ministry of National Defense is the Standing Agency of the National Civil Defense Steering Committee, presiding over and coordinating with ministries, agencies, and localities in guiding, inspecting, and supervising the implementation of the Plan.

Ministries, ministerial-level agencies, government agencies, the Central Committee of the Vietnam Fatherland Front, and People's Committees of provinces and centrally-administered cities shall, according to their functions and duties, effectively implement the assigned tasks under this Plan.

Annually or on an ad hoc basis, ministries, ministerial-level agencies, government agencies, and provincial People's Committees report on the results of implementing the Civil Defense Plan; review and propose adjustments and additions to the Plan, and send them to the National Civil Defense Steering Committee for compilation and reporting.

Prime Minister Pham Minh Chinh, Head of the National Civil Defense Steering Committee, has just signed Decision No. 177/QD-BCDPTS promulgating the 2026 work program of the Steering Committee (the Program).

The program outlines specific tasks for ministries, sectors, localities, and relevant agencies to implement in 2026, such as: developing and perfecting the system of documents; developing and adjusting disaster response plans at all levels; consolidating the organizational system and civil defense forces; organizing training, drills, competitions, and exercises on civil defense for relevant forces; carrying out information and communication work; investing in the construction of facilities and purchasing equipment and means for civil defense; deploying emergency response and disaster response work; researching and applying science and technology and international cooperation on civil defense; carrying out inspection and reporting work, etc.

The Steering Committee will organize the National Conference to summarize civil defense tasks in 2025 and implement civil defense work in 2026 in the first and second quarters of 2026.
