From December 13th, the mountainous and midland areas of Northern Vietnam will experience intense cold, with some mountainous areas experiencing severe cold.

According to the National Center for Meteorological and Hydrological Forecasting, the strong cold air mass currently in the North is continuing to move southward.

Forecasts indicate that around December 13th, a cold front will affect the Northeast region, then the North Central region, the Northwest region, and the Central region. Inland, strong northeasterly winds of force 3-4 will prevail, with coastal areas experiencing winds of force 4-5, and in some places reaching force 6, gusting to force 7-8.

In Northern Vietnam, the weather will turn cold from December 13th. The mountainous and midland areas of Northern Vietnam will experience intense cold from December 13th to 14th, with some high mountainous areas experiencing severe cold; the plains of Northern Vietnam will also experience intense cold in some areas. From the night of December 13th, the North Central region will also experience cold weather. The lowest temperatures during this cold spell in the mountainous and midland areas of Northern Vietnam will generally range from 7-10 degrees Celsius, with some high mountainous areas below 5 degrees Celsius; in the plains, temperatures will generally range from 11-14 degrees Celsius; and in North Central Vietnam, temperatures will generally range from 12-15 degrees Celsius.

In the Hanoi area, moderate to heavy rain and thunderstorms are expected on the night of December 12th and throughout December 13th. During thunderstorms, there is a possibility of tornadoes, lightning, hail, and strong gusts of wind. From December 13th onwards, the weather will turn cold, with some areas experiencing severe cold. The lowest temperatures during this cold spell will generally be 12-14 degrees Celsius.

At sea, from noon and afternoon of December 13th, the Gulf of Tonkin will experience strong northeasterly winds of force 7, sometimes force 8, gusting to force 9, with rough seas and waves 2-4 meters high; the northern South China Sea (including the Hoang Sa Special Economic Zone) will have strong northeasterly winds of force 7-8, gusting to force 9-10, with rough seas and waves 4-6 meters high. From late afternoon and night of December 13th, the sea area from southern Quang Tri to Ca Mau , the central South China Sea, and the western part of the southern South China Sea (including the western part of the Truong Sa Special Economic Zone) will have strong northeasterly winds of force 6, sometimes force 7, gusting to force 8-9, with rough seas and waves 3-5 meters high.

To proactively respond to severe cold weather, the National Steering Committee for Civil Defense requests that provinces and cities in Northern and North Central Vietnam closely monitor warning and forecast bulletins on the development of the cold front and severe cold weather, and promptly inform local authorities and the public to proactively take appropriate preventive measures; review cold weather response plans, especially strengthening guidance on ensuring the health of people and students in boarding schools, avoiding the use of charcoal stoves for heating in enclosed rooms to prevent loss of life; disseminate information and guide livestock farmers to reinforce barns, provide insulation to keep warm, and stockpile feed; prevent and control diseases in livestock and poultry; and guide measures to ensure the safety of rice, vegetable, and other crop production.

Provinces affected by strong winds at sea need to closely monitor warning bulletins, forecasts, and developments of strong winds at sea; inform captains and owners of vessels operating at sea to proactively take preventive measures and plan production accordingly, ensuring the safety of people and property; maintain communication to promptly handle any adverse situations that may occur.

In addition, from the night of December 12th to the end of December 13th, the Northeast region, the western part of Phu Tho province, and the eastern parts of Son La and Lao Cai provinces will experience moderate to heavy rain and scattered thunderstorms, with some areas experiencing very heavy rain. The rainfall amount will generally range from 30-60 mm, with some areas receiving over 100 mm.

On the afternoon and night of December 13th, the area from Thanh Hoa to Hue city experienced moderate to heavy rain with rainfall amounts generally ranging from 20-50 mm, and some localized areas receiving very heavy rain exceeding 80 mm.

Warning of the risk of heavy rainfall exceeding 100 mm/3 hours, with the possibility of tornadoes, lightning, hail, and strong gusts of wind during thunderstorms. From December 14th, heavy rainfall in the above areas is expected to gradually decrease. Level of natural disaster risk due to heavy rain, tornadoes, lightning, and hail: Level 1.

Heavy rainfall is likely to cause flooding in low-lying areas, urban and industrial zones; flash floods on small rivers and streams, and landslides on slopes (real-time warning information on flash flood and landslide risk areas is provided online on the website of the National Meteorological and Hydrological Service at: https://luquetsatlo.nchmf.gov.vn and in separate flash flood and landslide warning bulletins).

Flash floods and landslides can have very serious impacts on the environment, threatening people's lives; causing localized traffic congestion, affecting the movement of vehicles; destroying public and economic infrastructure, causing damage to production and socio-economic activities.

The meteorological and hydrological agency advises people to regularly monitor forecast and warning information on the National Center for Meteorological and Hydrological Forecasting's website at nchmf.gov.vn, and the meteorological and hydrological stations of provinces, cities, and regions. At the same time, they should regularly update the latest meteorological and hydrological forecast information on official central and local mass media to proactively respond, and also request that local authorities in affected areas review bottlenecks and vulnerable locations to take preventive measures.

According to the guidelines of the Department of Dike Management and Disaster Prevention (Ministry of Agriculture and Environment), in light of the above situation, affected areas should closely monitor the developments of heavy rain, floods, flash floods, and landslides, and promptly and fully inform all levels of government and the people so that they can proactively prevent, respond, and minimize damage.

Local authorities are deploying rapid response teams to inspect and survey residential areas along rivers and streams, and low-lying areas, in order to proactively organize the relocation and evacuation of people in areas at high risk of deep flooding, flash floods, and landslides; organizing forces to be ready to control and guide traffic, and erect warning signs, especially at underpasses, overflows, and areas with deep flooding and strong currents; and proactively arranging forces, materials, and equipment to address incidents and ensure smooth traffic flow on major transportation routes when heavy rains occur.
