
At the fishing ports, Mr. Hoang Nguyen Dinh, Vice Chairman of the People's Committee of Ho Chi Minh City, and the working group conducted a field survey of ship docking, seafood unloading, and seafood traceability declarations; they also inspected the operation of IUU offices to assess the actual control of ships entering and leaving the ports and to disseminate information and remind fishermen.
According to the Vice Chairman of the Ho Chi Minh City People's Committee, although fishing ports have strictly implemented inspections and controls of fishing vessels entering and leaving the ports and have seen many positive changes, the number of fishing vessels violating anti-IUU fishing regulations still remains.
Following an on-site inspection, the Vice Chairman of the City People's Committee requested that leaders of fishing ports strictly implement the reporting of fishing vessels arriving at the ports. They must strictly implement the electronic traceability system for harvested seafood (eCDT) for 100% of fishing vessels entering and leaving the ports, and monitor catch volumes as a basis for traceability, issuing certificates of origin for harvested seafood (SC certificates) and certificates of origin for harvested seafood (CC certificates) as prescribed.
In Long Hai commune, after hearing a report that 160 fishing vessels that did not meet the requirements to go out to sea were still docked ashore, Vice Chairman of the City People's Committee Hoang Nguyen Dinh requested the Long Hai commune leaders to strictly manage these 160 unqualified vessels. He also mobilized residents in residential areas to assist in managing and monitoring these fishing vessels. This control has contributed to preventing potential IUU (Illegal, Unreported, and Unregulated) fishing violations from the outset.

To date, the city has a total of 4,475 fishing vessels, with 100% registration and data updates on the VNFishbase system. Of these, 4,268 vessels have been granted fishing licenses (accounting for 95.37%), while 207 ineligible vessels are being strictly managed, anchored locally, and not allowed to go out to sea. All fishing vessels 15 meters or longer in the city have been equipped with VMS, monitored 24/7. The eCDT electronic traceability system is operational at 100% of eligible fishing ports, serving as the basis for issuing certificates of origin (SC) and certificates of origin (CC) for seafood products.
Over the past period, the fight against IUU fishing has been regularly and continuously implemented by all levels of government and localities in the city, strengthening management and thoroughly handling cases of fishing vessels violating regulations, aiming to lift the IUU "yellow card" warning.
