Earlier, at approximately 4:20 PM on December 11th, in the sea area of Ho Chi Minh City, authorities detected a barge with the registration number DN 1233 exhibiting suspicious signs and proceeded to inspect it. At the time of the inspection, the vessel had 6 crew members on board, with Mr. Tran Van Thuong (born in 1981, residing in Phuoc Thang Ward, Ho Chi Minh City) as the captain.

During questioning, the captain admitted that the barge was transporting nearly 1,000 cubic meters of saline-contaminated sand but could not produce documents proving the origin and legality of the goods as required by regulations.
Authorities have issued an administrative violation report and escorted the vehicle to the port of Squadron 301 for further investigation and processing.
Later that same day, at the Vung Tau - Ho Chi Minh City high-speed ferry terminal, the Crime and Violation Prevention Department of the Coast Guard Region 3 Command, in coordination with the Vung Tau Ward Police and the Customs Control Team (Customs Sub-department Area II), inspected and apprehended Nguyen Xuan Manh (born in 1994, residing in Vung Tau Ward, Ho Chi Minh City) for illegally possessing narcotics.

The seized items included a sealed nylon package containing 1.13 grams of colorless crystalline substance.
Initially, the suspect confessed that the substance was synthetic methamphetamine in crystal form, which he possessed for sale to fishermen and crew members working on fishing vessels and service ships in the coastal area.
Currently, the cases are being investigated by the Command of Coast Guard Region 3, and the files are being completed for processing in accordance with the law.
