The Standing Vice Chairman of the Hanoi People's Committee, Duong Duc Tuan, has just signed and issued a document on coordinating with the police force to carry out a high-intensity campaign to attack and suppress crime and ensure security and safety during the Lunar New Year of the Horse in 2026 in the capital city.
The official document states that, in order to actively support the City Police force in ensuring political security and social order and safety, and to create conditions for the people to enjoy a safe and healthy Lunar New Year, the City People's Committee requests that all departments, agencies, organizations, and the People's Committees of communes and wards implement the assigned tasks synchronously and decisively.
The overarching goal is to absolutely protect the security and safety of key targets, important infrastructure, and significant political, economic , cultural, social, and diplomatic events of the country and the capital; to ensure the safety of activities of Party and State leaders, delegations of heads of state, international guests, and international conferences held in the area, especially in the context of preparing for and organizing the 14th National Congress of the Party, the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
The People's Committee of Ho Chi Minh City requests continued thorough and effective implementation of the Directives and Resolutions of the Government, the National Assembly, the City Party Committee, the City People's Council, and the City People's Committee on ensuring security and order. It also requests the full implementation of all assigned tasks outlined in the City Party Committee and City People's Committee's directives related to serving the 14th National Congress of the Party and the organization of upcoming elections.
Furthermore, the city will promote the nationwide movement to protect national security, linking it with major movements and campaigns such as the patriotic emulation movement, building new rural areas, civilized urban areas, and national unity in building a cultured life. The city requires localities to continue building and expanding effective self-governance, self-prevention, self-protection, and self-mediation models to participate in crime prevention and control; and to effectively implement solutions to ensure social security, paying attention to supporting households in difficult circumstances, those without housing, or those affected by natural disasters, storms, and floods.
Focus on mobilizing maximum resources and implementing comprehensive solutions based on the principle of "clear responsibilities, clear tasks, clear timelines, clear accountability, clear outcomes, and clear authority." Priority will be given to developing urban infrastructure, transportation, drainage, waste treatment, and the environment in a synchronized, modern, and green manner; strengthening urban management, order, sanitation, food safety, and environmental protection, contributing to the city's sustainable development goals for the 2025-2030 term.
The People's Committee of Ho Chi Minh City requests that departments, agencies, and localities closely coordinate with the police force in the work of protecting national security, ensuring internal political security, information and communication security, cultural security, economic security, cybersecurity, and security within ethnic groups and religions. In particular, they should strengthen the management and strict supervision of associations and groups related to national security in cyberspace, as well as KOLs (Key Opinion Leaders) living and operating in the area; and tighten the management of immigration, residence, and activities of foreigners.
Propaganda work requires significant innovation in content and form, focusing on disseminating information "from the grassroots," reaching every citizen, especially young people, students, and workers, through various channels such as newspapers, social media, neighborhood meetings, and local public address systems. This aims to raise awareness, promote compliance with the law, and foster responsibility in participating in crime and social vice prevention and control; and to enhance the role of local security forces, mediation groups, neighborhood group leaders, village heads, and influential community members.
The city also requested that relevant units proactively develop plans to ensure absolute safety for political and cultural events, festivals, entertainment venues, and places with large gatherings of people, especially in the city center, from the night of the 29th of the 12th lunar month (New Year's Eve) until the end of the 3rd day of the Lunar New Year...
