The three draft resolutions include: a Resolution stipulating the dossier, conditions, order, and procedures for selecting contractors and investors in special cases for large and important projects in the Capital; a Resolution stipulating the dossier, conditions, order, and procedures for preparing, appraising, deciding on investment policies, approving investment policies, and adjusting investment policies for large and important projects in the Capital; and a Resolution stipulating the cost levels, unit prices, order, procedures, and dossier components for preparing, appraising, approving, and adjusting the Capital's Master Plan.
At the conference, speakers unanimously agreed on the necessity of issuing resolutions to concretize the specific mechanisms and policies recently passed by the National Assembly ; immediately remove legal bottlenecks, attract investment, and create a breakthrough in the development of the capital city.
Regarding specific contents of the draft Resolution stipulating the dossier, conditions, order, and procedures for selecting contractors and investors in special cases for large and important projects in the capital city, Chairman of the Hanoi Union of Science and Technology Associations Le Xuan Rao commented that the Resolution, once issued, will help to remove the inherent bottleneck where important projects in Hanoi drag on for many years due to the lengthy preparation and selection process for contractors and investors; at the same time, it will meet the requirements for accelerating the completion of key projects, contributing to double-digit growth in the 2026-2030 period.
Mr. Le Xuan Rao also stated that the draft Resolution is truly groundbreaking as it stipulates a reduction in the time for project appraisal and approval; and for the first time allows the selection of contractors and investors even before the project is approved, in order to ensure the progress of strategic projects.
However, he suggested clarifying the criteria for determining whether an investor is sufficiently transparent, to avoid creating a sense of subjectivity.
He suggested adding minimum criteria to the list, such as financial capacity for the three preceding years, international experience, success rate of similar projects, and compliance with tax obligations.
Regarding the draft Resolution stipulating the dossier, conditions, order, and procedures for appraising and approving investment policies for large and important projects in Hanoi, Mr. Pham Ngoc Thao, Chairman of the Council for Democratic and Legal Consultation, suggested considering and adding content to clarify the responsibilities of the appraisal council and the head of the appraisal council.
According to Mr. Pham Ngoc Thao, project appraisal is a crucial step in the entire investment process. Poor or erroneous appraisal results will significantly impact investment decisions and implementation.
Concluding the conference, the Chairwoman of the Vietnam Fatherland Front Committee of Hanoi City, Bui Huyen Mai, requested that the drafting agencies seriously and fully incorporate the feedback, ensuring that the specific mechanisms and policies are truly transparent, with clear documentation, procedures, and especially clear criteria to create a basis for the development of the Capital City, and to prevent the abuse of policies. In particular, the drafting agencies need to carefully review and evaluate each streamlined process and procedure to ensure its thoroughness and sufficient time allocation.
"Shortening the timeframe is crucial, but quality and strict adherence to procedures are essential, and most importantly, the protection of officials during implementation is paramount. If we rush the process, we must have appropriate mechanisms to encourage officials to take responsibility and act decisively," emphasized Ms. Bui Huyen Mai.
In addition, specific regulations are needed to ensure transparency and enhance the application of digital technology, especially in inspection and supervision; mechanisms should be added to consult the community on large-scale projects; and mechanisms should be established for independent supervision, promoting the role of the Vietnam Fatherland Front and community investment supervision boards for important projects and works...
