Approximately 20% of study abroad consulting agencies in Hanoi will be inspected.

(PLVN) - At the recent conference summarizing the management of overseas study consulting services in 2025, the Hanoi Department of Education and Training announced that as of December 5, 2025, there will be 1,355 organizations providing overseas study consulting services throughout Hanoi. The list is updated monthly on the Department's electronic portal.

The management of TVDH (Television Broadcasting and Television) has gradually become more organized.

Overseas study abroad organizations are concentrated in inner-city wards and large residential areas such as Tu Liem, Ha Dong, Dai Mo, Thanh Xuan, Xuan Phuong, and Cau Giay. Nearly 20,000 people in Hanoi are currently studying abroad. Of these, 28.8% are studying at university; 25.4% in foreign language programs; and 18.1% in high school. South Korea and Japan continue to be traditional markets, while Germany and Australia have significantly increased the number of Vietnamese students they accept recently.

The Department has implemented legal regulations; developed inspection plans, coordinated inter-agency efforts to evaluate the effectiveness of each consulting organization; and strengthened advice and support to ensure businesses follow the correct procedures.

Representatives from the Department of Continuing Education (under the Department of Education and Training) stated that management has gradually become more organized. Most continuing education consulting organizations meet the investment and operational requirements and strictly comply with legal regulations. However, the geographical dispersion and small scale of many units make inspection and monitoring difficult. Some organizations register their headquarters in Hanoi but primarily recruit students from other provinces, creating gaps in supervision.

The Department of Education and Training pointed out several common violations such as operating without a certificate, continuing business after the certificate has expired, advertising and student recruitment not in accordance with regulations, and signing cooperation agreements with foreign educational institutions without permission. There were even cases of providing inaccurate information about study conditions abroad, introducing schools that were not authorized student recruitment agencies, or schools that did not meet legal requirements or quality accreditation standards.

A representative from the Department of Continuing Education emphasized: "The Department will continue to propose to the Ministry of Education and Training and the People's Committee of Ho Chi Minh City to adjust regulations to suit practical realities." The inter-agency coordination plan will be implemented more frequently to promptly detect and handle violations, creating a professional and transparent environment for continuing education consulting services. The Department will review the entire system of continuing education consulting organizations, suspend operations, and revoke certificates of units that do not meet the conditions or violate regulations.

The TVDH organization will operate the data management software.

According to the plan, 15% - 20% of licensed consulting organizations will be inspected in 2026. The goal is to assess compliance levels, promptly detect non-compliant practices, and support businesses in improving service quality.

Another key solution for the future is the implementation of a software system for managing the data of TVDH organizations, allowing for the tracking of records, certificates, periodic reports, and operational status of these organizations. This is considered a foundation for comprehensive management, reducing paperwork, and supporting transparency and openness of information.

The list of authorized educational consulting organizations will continue to be updated monthly to make it easy for people to look up information. This is an important basis for families and students to choose reliable services, reducing the risk of fraud or accessing misleading information. Publicizing this information also helps the market self-regulate and creates an incentive for educational consulting organizations to become more professional.

The Department will also hold periodic reviews and summaries to assess the level of compliance of the units; and engage in dialogue with businesses to understand their needs and propose solutions to improve the quality of visa application services. The Department is committed to improving service quality, ensuring that administrative procedures related to visa application registration are processed correctly and on time. Guidance on application procedures will be standardized, making it easier for businesses to complete the process.

At the conference, representatives from many vocational training organizations highly appreciated the direction and solutions of the Department of Education and Training; helping businesses better understand the regulations and providing an opportunity for two-way exchange to resolve difficulties.
