The project will involve the restoration of President Ton Duc Thang's residence, office, and safe bunker; the construction of a new Ton Duc Thang Memorial House; the renovation of the exhibition and reception area; the restoration of the overall memorial monument within the historical site; and the construction of a flagpole, a system of commemorative plaques, and symbols marking the 80th anniversary of the founding of the Vietnamese National Assembly. Investing in the preservation and restoration of the historical site contributes to safeguarding and promoting its historical value, enhancing its solemnity and rightful place within the nation's historical context.

The historical site, covering a total area of over 2,000 square meters, served as the residence and workplace of the Standing Committee of the National Assembly and President Ton Duc Thang from late 1952 to late 1954. It is closely associated with the formation and development of the Vietnamese National Assembly, marking the arduous days and glorious achievements of the officials and staff of the Standing Committee of the National Assembly during the protracted resistance war against French colonial aggression.

Here, in February 1953, Comrade Ton Duc Thang chaired the joint conference between the Standing Committee of the National Assembly and the expanded National Committee of the Viet Lien Movement. Also here, Comrade Ton Duc Thang drafted the content and chaired the third session of the First National Assembly Delegates at Thac Dang, Lap Binh village, Binh Yen commune, Son Duong district, from December 1st to 4th, 1953, to discuss land reform.
In 2000, the site was classified as a national historical monument by the Ministry of Culture and Information (now the Ministry of Culture, Sports and Tourism). Currently, the memorial house of the site houses 66 artifacts, 255 documentary photographs, and many other scientific documents that recreate the process of formation and development of the Vietnamese National Assembly from 1945 to the present. With its immense historical value, the site serves as a significant location for educating the younger generation about national traditions.

Therefore, he requested that the construction unit concentrate its manpower and equipment to work in "three shifts, four teams" to accelerate the progress of the project's components in accordance with the directives of the Standing Committee of the National Assembly. "During the implementation process, any issues or obstacles must be reported immediately so that the province can provide appropriate guidance with the highest determination to complete the project on schedule," the head of the Provincial Party Committee requested.
