From January 1, 2026, the lump-sum tax system will end, and business households – from small pho restaurants and grocery stores to pharmacies – will enter a completely new era: self-declaration and self-payment of taxes. Speaking at the seminar, Mr. Nguyen Quoc Toan, Chairman and CEO of Effect, emphasized that for over 20 years, Effect has specialized in developing accounting software for businesses, adhering to complex standard systems.

They only need to comply with a more streamlined "framework" : Circular 78 (electronic invoices), Circular 88 (household business accounting records), Circular 40 (tax declaration), and Decree 70 promoting comprehensive electronic invoicing.

If you were to apply the entire business accounting model—with its dense forms, bulky computers, and multi-step processes—to household businesses, it would almost certainly lead to chaos.

The cost of investing in computers, software, and hiring accountants is a burden. The fear of taxes, the reluctance to deal with bookkeeping, and the aversion to invoices remain prevalent.

One example shared at the seminar resonated with many: Mr. An, the owner of a small eatery, recorded his daily revenue as an "estimate of 5-6 million VND," while his expenses were haphazardly recorded. When questioned by the tax authorities, he struggled to prove his income, sometimes having to accept a higher tax assessment than the actual amount. Since using HKDO: Each sale is automatically recorded; inventory and expense payments are made simply by taking a picture of the invoice; and at the end of the month, you have immediate access to: total revenue, breakdown of expenses, profit and loss, and cash flow.

Once he entered the tax declaration system, he was no longer afraid. On the contrary, he confidently engaged in dialogue with the tax authorities based on clear data. After 6–12 months, he could use this revenue and expense history to borrow capital to renovate his shop. Something he had never had before: a genuine, reliable financial record for the bank to consider.
