This is not only a requirement to comply with regulations, but also an important stepping stone for household businesses to enhance their reputation, financial transparency, and integrate into modern business trends.
Nearly 100% of households with revenue of 1 billion VND or more have switched to filing tax returns.
In implementing the 60-day campaign (from November 1st to December 31st, 2025) to accelerate the conversion of lump-sum tax payments to declaration-based tax payments for household businesses, launched by the Provincial Tax Department, the provincial tax sector has reviewed the number of household businesses currently applying the lump-sum tax method with tax liabilities to provide advice, guidance, and support for the transition to the declaration-based method.

Through a review, the tax authorities determined that the entire province has 17,015 household businesses applying the lump-sum tax method with revenue ranging from 200 million VND to less than 1 billion VND per year, and 2,561 household businesses with revenue of 1 billion VND or more that need support.
The immediate goal is to support household businesses with revenue of 1 billion VND or more in adopting the declaration method.
The campaign's implementation faced numerous obstacles due to storms and floods, forcing many households to spend time recovering from the natural disasters. In this context, tax teams established numerous consultation points in communes and wards to assist households in quickly adopting the correct tax declaration methods.
Mr. Nguyen Quoc Tuan, Head of Tax Office 1, said: “We have organized 8 consultation points for household businesses in the wards of Quy Nhon, Quy Nhon Dong, Quy Nhon Nam, and Quy Nhon Bac. Tax officials even go directly to household businesses' homes to provide guidance.”
As a result, by November 20th, 455 household businesses applying the lump-sum tax method with revenue of 1 billion VND or more had registered and applied the declaration method, reaching 100%.”
With direct guidance from tax authorities and electronic invoice service providers, many household businesses have understood the policy and quickly switched from lump-sum tax to declaration-based tax.
Ms. PTHH, the owner of an auto parts and auto repair shop in Quy Nhon Nam ward, said: "Keeping complete accounting records helps the business easily prove revenue, expenses, and profits, thereby enabling us to plan and proactively implement business plans."
At the same time, compliance with accounting requirements ensures transparency and openness, helping to increase credibility with customers in the modern business environment, and contributing to limiting risks related to legal matters as well as tax management.
According to Mr. Tran Quang Thanh, Deputy Head of the Provincial Tax Department, from November 1st to 20th, 10 out of 11 tax offices in the province completed their assigned targets by assisting 2,559 out of 2,561 households with revenue of 1 billion VND or more in applying the new tax declaration method.
Two household businesses have not yet applied the declaration method due to objective reasons and are currently being advised and guided by the Tax Department at Branch 8.
Continue to support household businesses.
According to Resolution No. 68-NQ/TW dated May 4, 2025, of the Politburo on the development of the private economy, from January 1, 2026, the lump-sum tax method for household businesses and individual businesses will be officially abolished and replaced with a declaration-based tax system.
This is an effective solution to enhance transparency and fairness in business and tax management, in line with development trends. Therefore, on November 15, 2025, the Provincial People's Committee issued Official Letter No. 6531/UBND-KTTH directing departments, agencies, and localities to strengthen coordination in tax management for business households and individuals when the lump-sum tax is abolished from January 1, 2026.
Mr. Tran Quang Thanh added: Recognizing that supporting household businesses in particular, and taxpayers in general, is a regular and continuous effort, we continue to promote awareness of the goals, significance, and benefits of applying the declaration method.
Currently, the Provincial Tax Department has signed cooperation agreements with BIDV Binh Dinh and a number of reputable businesses to provide electronic invoice solutions and services at reasonable costs and with ease of use for household businesses.
At the same time, it is required that subordinate units continuously update new mechanisms and policies related to taxation and continue to maintain consultation and guidance points for household businesses to switch from lump-sum tax to declaration-based tax.
