On the afternoon of December 11th, at a meeting providing information on socio -economic issues in the city, organized by the Propaganda and Mass Mobilization Department of the City Party Committee in coordination with the Department of Culture and Sports, a representative from the Ho Chi Minh City Tax Department stated that more than 25,200 business households in the city have switched from lump-sum tax to declaration-based tax.
According to representatives from the Ho Chi Minh City Tax Department, the unit has mobilized maximum human resources and directly coordinated with solution providers to implement a "door-to-door" approach, supporting business households in resolving difficulties and obstacles in the process of eliminating lump-sum tax. To date, 100% of business households in the area have accessed guidance documents and information disseminated through social media (Facebook, Zalo, etc.), infographics, electronic documents with QR codes, and the Tax Information Portal – Zalo mini-app HCMtax, which provides 24/7 support.
The results show a significant increase in information access for business households, reducing the situation of "not knowing - not understanding - not implementing". The survey rate reached 97.78%; of which 87.8% of households agreed to the conversion, and 100% of households with revenue exceeding 1 billion VND registered to use invoices. Currently, the entire city has 25,214 households that have switched to the declaration method and 640 households that have converted to the business enterprise type.
To achieve the goal of comprehensive transformation by January 1, 2026, representatives from the Ho Chi Minh City Tax Department stated that the unit will continue to promote awareness and clearly explain issues of concern to household businesses, such as electronic invoices, tax calculation methods, revenue thresholds, regulations on expenses, and inventory. The unit also aims to complete 100% of the updating of household business identification data before December 31, 2025, and classify them according to revenue thresholds to apply appropriate compliance and risk management measures.
In addition, Ho Chi Minh City Tax Department plans to propose to the Ministry of Finance and the Tax Department to consider simplifying the interface for business households, adding a feature to automatically synchronize identification data, and supporting cases with multiple business locations.
