
The resolution sets the goal for 2030 as building Da Nang into a modern city with a rich identity, humane people, and a high quality of life.
Growth targets for 2026
The meeting agreed on the main socio -economic targets for 2026, including an estimated GRDP growth rate of 11% or higher. This target is based on a projected increase in value added in the service sector of approximately 11.5-12.5%, and in the industrial and construction sector of approximately 12.5-13.5%.
In terms of scale, the city's GRDP is estimated at over 367,000 billion VND; GRDP per capita is approximately 4,900 - 5,000 USD/person. Total implemented investment capital is equivalent to 26 - 27% of GRDP; state budget revenue in the area is estimated to increase by 10%.
Focus on three key breakthroughs.
To achieve the above goal, the city is focusing on implementing key tasks and solutions, revolving around three pillars:
- New growth model: Effectively implement specific mechanisms and policies. Establish a new growth model, restructure the economy, accelerate industrialization and modernization, with science and technology, innovation, and digital transformation as the main driving forces, creating a strong breakthrough.
- Mobilizing resources: Accelerate the disbursement of public investment capital, striving to disburse 100% of the allocated capital while ensuring project quality and combating corruption. Continue implementing the "pillar" resolutions of the Politburo and focus on effectively handling outstanding and long-standing projects.
- Welfare and security: Strengthening social welfare policies to ensure the well-being of the people. The city will review and assess the operational conditions of the local government apparatus, while simultaneously strengthening political security protection, reducing crime and traffic accidents across three criteria.
Long-term vision to 2030
For the 2026-2030 plan, the session resolved that the average GRDP growth rate should reach 11% or higher per year.
By 2030, the GRDP is projected to exceed 720,000 billion VND; GRDP per capita is expected to reach 8,500 USD/person.
Total investment for development reached over 710,000 billion VND, increasing by an average of 14-15% per year.
Da Nang is oriented towards strongly developing the private economy, with an average growth rate of 11.5 - 12%, while increasing the contribution of total factor productivity (TFP) to economic growth to over 55%; and the digital economy's share reaching 35 - 40% of GRDP.
Regarding social indicators, the city aims to reduce the multidimensional poverty rate to 2.66% and increase the number of hospital beds per 10,000 people to 70.3. Environmental indicators are also prioritized, such as achieving 100% of the urban population having access to clean water and a forest cover rate of 54%.
The resolution emphasizes the breakthrough task of focusing on building a modern city with a rich identity, humane people, and a high quality of life, especially improving the lives of people in mountainous areas.
