Mr. Nguyen Huu Tuan, Head of the Professional, Budgeting, and Legal Affairs Department of the Ca Mau Provincial Tax Department, announced the regulations for the "Lucky Invoice" program.
According to statistics from the Tax Department, in the first six months of 2025, the entire province recorded nearly 704,000 electronic invoices with tax authority codes.
Specifically, for Ca Mau province (before the merger), there were 463,500 electronic invoices with tax authority codes, with 98,860 invoices recorded in the first quarter and 364,692 in the second quarter. Notably, more than 123,000 invoices from individual buyers and household businesses met the eligibility criteria to participate in the prize draw program.
In Bac Lieu province, there are a total of over 240,000 electronic invoices with tax authority codes. Of these, nearly 75,900 invoices from individual buyers and household businesses meet the eligibility requirements to participate in the prize draw program.
According to Mr. Nguyen Huu Tuan, Head of the Operations, Budgeting, and Legal Affairs Department of the Ca Mau Provincial Tax Department, the selection of winning invoices is done entirely randomly through software that identifies valid transactions. Invoice data is reviewed and categorized on the "Lucky Invoice" system implemented by the General Department of Taxation. The technical work is led by the Information Technology Department, in coordination with the Department of Small and Individual Enterprises, to ensure the accuracy, openness, and transparency of the program.
Mr. Ma Tan Cop, Deputy Director of the Department of Finance and Chairman of the Supervisory Board, pressed the button to randomly select the lucky invoice.
Following four prize draws in the Ca Mau and Bac Lieu regions (before the merger), four customers won the first prize, worth 5 million VND each; along with 12 second prizes, 20 third prizes, and 48 consolation prizes awarded to lucky bill holders.
These prizes not only have material value but also serve to encourage people to proactively obtain and keep their receipts when shopping.
There were a total of 84 lucky customers whose invoices won prizes, with a total value of nearly 340 million VND.
Mr. Nguyen Van Be, Deputy Head of the Ca Mau Provincial Tax Department and Standing Vice Chairman of the Supervisory Council, stated: “Since the program was implemented, the number of electronic invoices issued has increased significantly. This is a positive sign, demonstrating a marked improvement in the awareness of organizations, individuals, and business households regarding the use of electronic invoices. Obtaining invoices during transactions not only ensures transparency but also contributes to promoting digital transformation in the tax sector.”

The "Lucky Receipt" program is considered one of the effective solutions to promote a culture of responsible consumption, encouraging people to participate in monitoring the tax obligations of businesses and individuals. This contributes to combating tax evasion and creating a transparent and healthy business environment in the province.
| The "Lucky Invoice" program applies to all electronic invoices with tax authority codes issued by organizations and individuals selling goods and providing services under the management of the provincial tax authority. Valid invoices must contain complete identifying information of the buyer such as tax code, citizen identification card, national identity card, or passport. Ineligible invoices include: canceled invoices, adjusted invoices, replacement invoices, and invoices with the same tax code for both the seller and the buyer. Each invoice is only eligible to participate in the draw once. |
