Construction projects managed by the Ministry of Construction, upon completion, ensure quality in accordance with design standards, maximize investment efficiency, and meet the needs of the people and society.

The Ministry of Construction has responded to information regarding several substandard construction projects that were approved and put into use, only to quickly deteriorate and become damaged. The Ministry has requested that competent authorities take decisive action against these projects and the organizations and individuals involved.

Accordingly, following the Prime Minister 's directive, ministries, sectors, and localities are currently actively working to resolve difficulties and obstacles in order to continue implementing the projects.

On the other hand, the Ministry of Construction has issued numerous directives, telegrams, and documents requiring all entities involved in projects, especially investors, to fully, promptly, and regularly disseminate the Ministry's directives on preventing and combating corruption and negative practices in construction investment activities to every official, employee, and worker, enhancing their sense of responsibility, strictly adhering to legal regulations, and absolutely preventing corruption, negative practices, losses, and waste.

To date, all construction projects managed by the Ministry of Construction have proven effective in terms of investment after completion.

Regarding quality management, the Ministry of Construction has determined that the quality of construction projects is always the top priority; under no circumstances should quality be compromised for the sake of progress, or should quality control be neglected.

The Ministry of Construction has issued numerous directives, telegrams, and guiding documents to improve quality and tighten discipline and responsibility in construction investment management, including: requiring advisory agencies to strengthen inspection and supervision of project implementation; enhancing the responsibility of the head of the investor and project management board in managing and directing all activities of organizations and individuals throughout the project implementation process; and imposing sanctions on contractors who violate quality standards.

Investors, project management boards, and supervisory consultants must strictly control the quality of construction items, ensuring compliance with design documents, technical specifications, and current regulations, preventing errors and ensuring quality standards.

Simultaneously, the Ministry of Construction has directed relevant units to strictly manage the quality of construction projects from the survey and design stages to the organization of construction and acceptance, specifically: design documents for projects must be prepared and verified by consulting units that meet the required capacity and experience; the appraisal and approval process must be carried out strictly, complying with legal regulations; construction contractors must be competent and experienced units that have participated in many projects; and the construction process is quality-supervised by the supervisory consultant and the investor.

For key projects, the State Council for Construction Project Acceptance Inspection organizes inspections of design documents and on-site construction organization during periodic inspections and before completion and commissioning; utilizes independent consulting firms for parallel inspection during construction to enhance quality management of completed items, promptly rectify defects, and ensure technical and quality standards are met.

To date, all construction projects managed by the Ministry of Construction, upon completion, have ensured quality in accordance with design standards, maximizing investment efficiency and meeting the needs of the people and society.
