Combating smuggling and illegal trafficking of prohibited goods during the peak season at the end of the year:

The end of the year is a time when smuggling, counterfeit goods, prohibited items, and illegal cross-border transportation of goods increase. In response to this complex situation, the Customs force has implemented many effective measures such as applying data analysis and risk assessment to identify fraudulent activities early...

Nearly 17,300 violations were handled.

Recently, the illegal trafficking of gold, currency, and branded mobile phones across the border, as well as the transit of counterfeit goods from China through Vietnam to Laos and Cambodia, has become increasingly complex, concentrated along land routes in the northern border provinces and air routes through Noi Bai and Tan Son Nhat international airports.

Typically, in November 2025, at the headquarters of Huu Nghi International Border Gate Customs (Lang Son province), a task force from the Anti-Smuggling Investigation Sub-Department (Customs Department, Ministry of Finance ) coordinated with Huu Nghi International Border Gate Customs (Customs Sub-Department Region VI) to conduct a physical inspection of a suspicious transit shipment from China to Cambodia.

The inspection results revealed thousands of products showing signs of infringement, including: 1,800 pairs of children's sandals with Crocs branding, 175 handbags with Louis Vuitton branding, 65 handbags with Chanel branding, and 125 handbags with Hermes branding. All of these goods were brand new.

Along with that, the smuggling of firecrackers, sugar, and drugs has shown a sharp increase on the central region's land routes bordering Laos. Drug trafficking rings are becoming increasingly sophisticated, concealing prohibited substances in the luggage and personal belongings of passengers entering and exiting the country, or exploiting goods consigned on cross-border passenger buses, cleverly disguised in the vehicle's cabin, under the hood, inside cargo containers, or even hidden in packages of dried tea or plastic containers of chili peppers.

The situation regarding drug trafficking via air and express delivery is also complex. After customs clearance, smuggled goods are consigned to provinces for consumption, while domestic transactions take place secretly through social media applications...

Data from the Customs Department shows that, cumulatively from December 15, 2024 to November 14, 2025, the Customs agency detected, seized, and processed 17,297 cases of smuggling and transporting prohibited goods or goods with suspected violations, with an estimated value of 21,751 billion VND; state budget revenue reached over 948 billion VND. Regarding drug prevention and control, during the same period, the Customs agency, in coordination with the Police and Border Guard forces, detected and arrested 178 cases involving 236 individuals; approximately 2.4 tons of various types of drugs were seized.

Data analysis, early detection of fraudulent behavior.

To cope with the complex situation at the peak of the year-end period, economist Nguyen Minh Phong suggested tightening control at borders, checkpoints, seaports, and airports, and increasing mobile patrols on key routes. Customs, Border Guard, and Police forces need to coordinate closely and share data in real time to promptly detect large-scale smuggling rings. Along with this, the strong application of technology, from surveillance cameras and goods tracking to big data analysis and artificial intelligence, is crucial for tracing origins and detecting anomalies in the supply chain. This is considered a "new weapon" to shorten inspection time and improve processing efficiency.

Recently, the Customs Department issued Plan No. 30141/KH-CHQ on the peak period of combating smuggling, trade fraud, and counterfeit goods before, during, and after the Lunar New Year of the Horse 2026, defining a dual task: avoiding congestion and delays of legitimate goods, while ensuring strict, lawful, and timely control.

Accordingly, specialized customs units are strengthening operational control and patrol measures, deploying forces continuously at land border gates, seaports, airports, bonded warehouses, and cargo storage areas; organizing 24/7 patrols and inspections, especially at night, on holidays, and leading up to Tet (Lunar New Year). At the same time, they are conducting targeted inspections of high-risk shipments, businesses, and transport routes; and tightening inspections of goods temporarily imported for re-export, transshipped, and in transit.

Furthermore, the Customs force is stepping up information gathering and monitoring of key targets; strengthening reconnaissance and intelligence gathering on routes, areas, means of transport, and individuals exhibiting suspicious behavior; building dossiers and tracking individuals and businesses with a history of violations; and applying data analysis and risk assessment to identify fraudulent activities early. Notably, they will employ in-depth operational measures to dismantle large-scale networks through the development and effective use of confidential information and advanced operational methods to combat transnational smuggling and drug trafficking rings.

The government has also recently issued Resolution No. 397/NQ-CP on the Action Plan to combat, prevent, and curb smuggling, trade fraud, counterfeit goods, and intellectual property infringement by 2030.

Accordingly, there are eight key tasks and solutions; mobilizing the strength of the entire political system, the people, and businesses to participate in the fight against smuggling, trade fraud, counterfeit goods, and intellectual property infringement; promoting the application of science, technology, and modern equipment in the management, supervision, and control of goods, while meeting the requirements for finance, resources, technology, digital transformation, and databases to control goods traded in the market...
