An Giang: Proactively securing construction materials for projects serving APEC 2027.

An Giang province has directed relevant units to conduct on-site inspections and assess the reserves of sand and stone mines in the area; advise on granting licenses in accordance with regulations, ensuring sufficient construction materials to serve APEC projects and works.

An Giang province is proactively securing construction materials for infrastructure projects serving the APEC 2027 Conference, public investment projects, and key national projects, in order to ensure project progress and quality.

According to the An Giang Department of Construction, the total estimated demand for construction materials for APEC projects is over 16.3 million m³ of sand for embankment, over 4.8 million m³ of various types of stone, and approximately 5.2 million m³ of earth for embankment.

At the same time, many construction projects, especially transportation projects, are being implemented in the province and the region, so the demand for construction materials is very high.

Accordingly, the province decided to approve the list of areas where mineral exploitation rights will not be auctioned, in accordance with Resolution No. 66.4/2025/NQ-CP dated September 21, 2025, of the Government , to serve public investment projects and key national projects, APEC projects, with a total estimated reserve of nearly 400 million m³ of construction stone, soil, and sand for leveling.

The quarry areas include: Zone 1 of Hon Soc Mountain quarry (Hon Dat commune) 15.2 ha/8 million m³; Zone 2 of Hon Soc Mountain quarry (Hon Dat commune) 12.3 ha/7 million m³; Zone 1 of Tra Duoc Lon and Tra Duoc Nho mountain quarry (Kien Luong commune) 80.48 ha/20 million m³; Zone 2 of Tra Duoc Lon and Tra Duoc Nho mountain quarry (Kien Luong commune) 44.7 ha/14 million m³, intended to serve public investment projects, national key projects, and APEC projects.

Next, in the Phu Quoc Special Economic Zone, there are two sand mining areas for land leveling: the Southeast Mui Ong Doi mining area (140 hectares/7 million cubic meters) and the Northeast Mui Ong Doi mining area (286 hectares/14.3 million cubic meters), serving the construction of the embankment and land leveling project for the APEC Conference Center and other functional facilities on the island.

In addition, there are sand and gravel mining areas, including: a 1,000-hectare/100 million m³ sea-based landfill material mine in Rach Gia ward; an 800-hectare/80 million m³ sea-based landfill material mine in Thuan Yen Bay (To Chau ward); a 1,000-hectare/100 million m³ sea-based landfill material mine in the coastal area of ​​Bai Bac (Kien Hai special economic zone); and a 250-hectare/25 million m³ sea-based landfill material mine in Bai Vong (Phu Quoc special economic zone), serving public investment projects and key national projects.

On the other hand, the expanded area of ​​the Nhon Mountain landfill mine in To Chau ward, covering 23.97 hectares/4.5 million cubic meters, serves the main coastal road project leading to the center of Ha Tien city (now Ha Tien ward) and the access road project to the Ha Tien general port.

The province has assigned the An Giang Department of Agriculture and Environment to take the lead, in coordination with relevant departments and agencies and the localities where the mining areas are located, to advise the Provincial People's Committee on granting mining licenses without auctioning the mining rights for the aforementioned mining areas in accordance with regulations.

At the same time, the An Giang Department of Agriculture and Environment, in coordination with relevant units, will conduct on-site inspections and assess the remaining reserves of sand and stone mines in the area, advising the province on granting licenses in accordance with regulations to ensure a timely supply of construction materials for public investment projects and APEC projects.

In addition, the An Giang Department of Construction compiled the projected material needs for 2026 from investors, reviewed the quantities and types to ensure compliance with regulations and sufficient quantities for the projects, so that the province could allocate appropriate material resources.

The province requested the Provincial Police to supervise the mineral mining areas in the province from the outset, ensuring that the transportation of materials from the mines to the construction sites is carried out correctly. They were also asked to detect and report any violations by mine owners, construction contractors, and material transport units to the Provincial People's Committee for appropriate action.
