Earlier, at approximately 9:40 PM on December 9th, in an area about 1 nautical mile northeast of Hon Tre Island (An Giang province), a task force from Reconnaissance Team No. 2, in coordination with the Command of Coast Guard Region 4, inspected the fishing vessel CM-91872-TS. The vessel had four crew members on board, with Mr. Nguyen Van Ut Hien (born in 1981, from the former Kien Giang province ) as the captain.

At the time of questioning, the captain admitted that the ship was carrying approximately 60,000 liters of diesel fuel and could not produce invoices or documents proving the origin of the fuel; the crew members also lacked the required qualifications and professional certificates.

The task force drew up an initial report, carried out the necessary procedures, and escorted the offending vessel to the port of Squadron 422 (Fleet 42, Command of Region 4 Coast Guard) in Phu Quoc for further investigation and handling in accordance with the law.
