The National Assembly finalizes the 2050 vision: Vietnam to become a powerful, high-income nation.

By 2050, Vietnam's vision is to be a strong, prosperous, and happy nation; a developed, high-income country with a complete, integrated, and modern socialist-oriented market economy.

The above content is stated in the resolution amending and supplementing a number of articles of Resolution No. 81 of the National Assembly on the National Master Plan for the period 2021-2030, with a vision to 2050, which was just passed by the National Assembly on the afternoon of December 10.

Regarding the development perspective for the period 2021-2030, the resolution stipulates that there must be a strategic, long-term mindset and vision, proactively creating breakthroughs in development; using development to maintain stability, and stability to promote development.

Continue to develop the country rapidly and sustainably, with science, technology, innovation, digital transformation, and green transformation as the main driving forces.

Maximizing the advantages of the nation, region, and locality; developing harmoniously between economy, culture, society, protecting the environment, adapting to climate change, and ensuring national defense and security.

Furthermore, reforms, improvements in institutional quality, and effective and efficient law enforcement must truly become breakthroughs to promote rapid and sustainable national development.

The market plays a decisive role in mobilizing, allocating, and efficiently utilizing resources. Rapid and harmonious development of economic sectors and types of businesses; the private sector is the most important driving force of the national economy.

On the other hand, the resolution aims to awaken and realize the aspiration for development; promote the cultural values ​​and human resources of Vietnam and the strength of national unity; and uphold the spirit of self-confidence, self-reliance, self-strength, and national pride in building a prosperous, democratic, just, civilized, and happy country.

Maximizing the human factor, placing people at the center, as the subject, the most important resource, and the goal of development; all policies must aim to improve the material and spiritual lives and happiness of the people; considering culture as a pillar in sustainable development, and using Vietnamese cultural values ​​and people as the foundation and important intrinsic strength to ensure sustainable development.

The resolution defines the vision for 2050 as Vietnam becoming a strong, prosperous, and happy nation; a developed, high-income country with a complete, synchronized, and modern socialist-oriented market economy; a just, democratic, and civilized society; and social governance based on a complete digital society.

The economy operates according to the principles of the digital economy, green economy, and circular economy; science and technology and innovation are the main drivers of growth.

Vietnam is among the leading industrialized countries in Asia; it is a regional and international financial center; its high-value ecological agricultural economy is among the world's leading; and it holds a solid position and plays an important role in regional and global value chains.

Furthermore, Vietnam has become a strong maritime nation, a maritime economic hub in the Asia-Pacific region; actively and responsibly participating in resolving international and regional issues concerning the sea and oceans . National defense and security are firmly ensured.

Citizens enjoy high-quality social services; a sustainable social security system; diverse and professional social assistance services that promptly support and protect vulnerable groups.

The infrastructure system is synchronized, modern, and effectively adapts to sea level rise and the impacts of climate change. Development zones are harmonious and sustainable, effectively exploiting their potential and strengths.

The urban system will be interconnected into a synchronized, unified network, capable of withstanding and adapting to climate change, featuring distinctive architecture, rich identity, green spaces, civilized and modern infrastructure, and smart cities. At least five cities will be built to international standards, serving as hubs for connecting and developing with regional and international urban networks.

During the period 2031-2050, the goal is to achieve an average GDP growth rate of approximately 7.0-7.5% per year. By 2050, the per capita GDP at current prices is expected to reach approximately US$38,000; the urbanization rate will reach 70-75%; and the Human Development Index (HDI) will exceed 0.85.

By 2030, there will be a synchronized and modern basic infrastructure network.

The resolution states that by 2030, Vietnam aims to become a developing country with a modern industrial base and a high-middle income; establishing a new growth model with science and technology, innovation, and digital transformation as the main driving forces.

An effective, unified, and sustainable national development spatial organization model, with dynamic regions, economic corridors, and growth poles playing a leading role in socio-economic development and enhancing national competitiveness.

It has a synchronized and modern basic infrastructure network; ensures major balances and enhances the resilience of the economy; and guarantees energy security, food security, and water security.

The ecological environment is protected and adapted to climate change; human resources are comprehensively developed, the material and spiritual lives of the people are improved; national defense and security are ensured; and Vietnam's position and prestige in the international arena are enhanced.
