- On the afternoon of December 10th, Mr. Dinh Huu Hoc, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, held a working session with a delegation from the Customs Department to exchange information and coordinate the implementation of the pilot project to build smart border gates at border gates in the province.
Attending and working with the province were Mr. Au Anh Tuan, Deputy Director of the Customs Department; leaders of units under the Customs Department and leaders of the Customs Sub-department of Region VI; and leaders of a number of relevant departments and agencies.

During the meeting, representatives from the Customs Department provided information on the implementation of tasks assigned to the Customs agency by the Prime Minister and the Ministry of Finance , related to: customs procedures; customs supervision and control of import and export goods, which are expected to be implemented on the dedicated goods transport route in the area of border markers 1119-1120 and 1088/2-1089 belonging to the Huu Nghi International Border Gate (Vietnam) - Huu Nghi Quan (China)...; and information on obstacles and difficulties encountered in the implementation of the customs sector's tasks.

Additionally, proposals include technological solutions for digital transformation at land border crossings; integrating administrative procedures related to the entry, exit, and transit of transport vehicles through land border crossings onto the National Single Window Portal; and the development and unified operation of a system of administrative procedure processing procedures by management agencies at border crossings…

During the working session, the leaders of the Dong Dang - Lang Son Border Economic Zone Management Board reported and clarified the progress of the implementation of the smart border gate pilot project; provided information on issues that Lang Son province is currently implementing related to: planning; operating model and methods of operating the smart border gate; information on contractors and businesses participating in the project…
During the meeting, leaders of provincial departments and agencies and representatives of the Customs Department exchanged views and clarified several issues regarding the implementation of interconnected databases; the medical quarantine process for vehicles entering and exiting the country and import/export goods; and ensuring security and order during the pilot implementation of smart border gates…

Speaking at the meeting, the Standing Vice Chairman of the Provincial People's Committee acknowledged and highly appreciated the Customs Department's proactive cooperation with the province in implementing the assigned tasks regarding the pilot project for smart border gates.
To ensure the project is implemented according to the schedule assigned by the Prime Minister, the Standing Vice Chairman of the Provincial People's Committee requested: Provincial departments and agencies should focus on implementing and accelerating the progress of public investment projects under the province's responsibility; and the investor of the import-export cargo terminal project in the area of border markers 1088/2-1089 should expedite the implementation of the contents and tasks under their responsibility.
Departments and agencies, according to their assigned functions and tasks, should actively coordinate with agencies and departments under the Customs Department to promptly implement the contents of the Smart Border Gate Pilot Project; and promptly report to the Provincial People's Committee on matters exceeding their authority.
The Standing Vice Chairman of the Provincial People's Committee proposed that the Customs Department promptly finalize and submit to the Ministry of Finance for approval the draft amendment to Decree 85 regulating the implementation of administrative procedures under the national single window mechanism, the ASEAN single window mechanism, and specialized inspection of import and export goods; and requested the provincial departments and agencies to actively participate in contributing opinions.

At the meeting, Mr. Au Anh Tuan, Deputy Director of the Customs Department, requested that relevant provincial agencies continue to strengthen close coordination with the Customs Department, regularly exchanging information on matters related to the smart border gate pilot project so that both sides can effectively implement the assigned tasks. He also expressed his hope that the Provincial People's Committee would continue to support and cooperate with the units of the Customs Department in the future.
Previously, a delegation from the Customs Department conducted a field survey of goods clearance operations at the dedicated goods transport route in the area of border markers 1119-1120 and 1088/2-1089, belonging to the Huu Nghi International Border Gate (Vietnam) - Huu Nghi Quan (China).
