According to the Decision, the Provincial People's Committee approved 44 mineral areas (Group III, Group IV) to be included in the non-auction zone for mineral exploitation rights, aiming to supply materials for construction projects and tasks in Bac Ninh province as stipulated in Resolution No. 66.4/2025/NQ-CP dated September 21, 2025, of the Government on the special mechanisms and policies for key national projects and inter-regional connectivity projects.

The approved areas are concentrated in the following communes and wards: Truong Son; Nghia Phuong; Cam Ly; Phuong Son; Tam Tien; Bo Ha; Dong Ky; Luc Son; Nam Duong; Tan Dinh; Tien Luc; Bao Dai; Luc Nam…
The total approved area is 858.2 hectares; the estimated resources are approximately 310,955,000 m³ . Of this, Group IV minerals comprise 42 areas with a total area of 761.9 hectares and estimated resources of 274,755,000 m³ ; Group III minerals comprise 2 areas with a total area of 96.3 hectares and estimated resources of 36,200,000 m³ .
The Provincial People's Committee assigns the Department of Agriculture and Environment to preside over and coordinate with relevant departments, agencies, and the People's Committees of communes and wards (where mineral resources are located) to organize the implementation of the Decision in accordance with regulations. The Department of Agriculture and Environment's website shall publicly post and announce the areas where mineral exploitation rights will not be auctioned.
Provide guidance, receive and evaluate applications for the selection of organizations and individuals to be granted mineral exploitation licenses in the approved mineral areas as stipulated in the Decision, ensuring that the correct subjects and criteria are met according to the law, and preventing loss and waste of resources.
Before issuing a document permitting organizations and individuals to survey and assess general information on Group IV minerals, or submitting a request to the Chairman of the Provincial People's Committee for consideration and granting of exploration licenses for Group III minerals, a report from the People's Committees of the communes and wards (where the minerals are located) on the results of the completed public consultation process must be obtained.
Research the mechanisms for managing mineral reserves in projects; carefully calculate the demand and reserves of minerals to prioritize serving key infrastructure projects of the province and the nation when necessary, maximizing the efficiency of resource utilization and serving the socio-economic development of the province.
The People's Committees of communes and wards are responsible for managing and protecting mineral areas within their jurisdiction when exploration and exploitation permits have not yet been issued, and for preventing illegal mining and transportation of minerals. They must regularly monitor and inspect to promptly detect, prevent, and handle violations by organizations and individuals in accordance with the law. They must focus on and expeditiously complete the process of gathering public opinion on the approved mineral areas within their jurisdiction as stipulated in the Decision; and report to the Chairman of the Provincial People's Committee as required.
