Extend the deadline for processing benefits for non-permanent employees at associations until December 31, 2025.

On December 10th, the Government issued Resolution No. 405/NQ-CP extending the deadline for resolving policies and regulations for employees working outside the allocated staff quota at associations assigned by the Party and State at the provincial and district levels, before July 1st, 2025, as stipulated in Resolution No. 07/2025/NQ-CP dated September 17th, 2025.

The resolution states that the Government has decided to extend the deadline for resolving policies and regulations for employees working outside the allocated staff quota at associations assigned by the Party and State at the provincial and district levels before July 1, 2025, as stipulated in Resolution No. 07/2025/NQ-CP dated September 17, 2025, of the Government on policies and regulations for those affected by the reorganization of the organizational structure and administrative units at all levels according to Conclusion No. 183-KL/TW dated August 1, 2025, of the Politburo and the Secretariat, ensuring that the payment of policies and regulations is completed no later than December 31, 2025.

* On September 17, 2025, the Government issued Resolution 07/2025/NQ-CP on policies and regulations for those affected by the reorganization of administrative apparatus and units at all levels according to Conclusion No. 183-KL/TW dated August 1, 2025 of the Politburo and the Secretariat.

Specifically, the Resolution on policies and benefits for non-tenured employees at provincial and district-level associations before July 1, 2025, includes: receiving a one-time allowance determined by the locality based on the balance of local budget resources, but not exceeding 24 months of current salary or remuneration; having their social insurance contribution period preserved or receiving a one-time social insurance benefit as prescribed by the law on social insurance; and receiving unemployment insurance benefits as prescribed by the law on unemployment insurance.

Extending the deadline for resolving policies and regulations until December 31, 2025, will give localities more time to finalize policies to support those affected by organizational restructuring, ensure the legitimate rights of workers, and stabilize the situation in the localities.
