Hanoi City People's Committee authorizes Hanoi City Department of Agriculture and Environment to handle administrative procedures in the field of Cultivation.

Vice Chairman of Hanoi People's Committee Vu Thu Ha has just signed Decision No. 5743/QD-UBND dated November 21, 2025, authorizing the Department of Agriculture and Environment of Hanoi to handle administrative procedures in the field of crop cultivation which are under the authority of the City People's Committee.

According to the decision, the Department of Agriculture and Environment is assigned to handle 6 administrative procedures related to plant variety rights appraisal activities, including: granting Certificates of organizations for plant variety rights appraisal (January 1, 2003); re-granting Certificates of organizations for plant variety rights appraisal (January 1, 2004); granting Plant Variety Rights Appraiser Cards (January 1, 2001); re-granting Plant Variety Rights Appraiser Cards (January 1, 2002); revoking Certificates of organizations for plant variety rights appraisal at the request of organizations and individuals (January 1, 2000); revoking Plant Variety Rights Appraiser Cards at the request of organizations and individuals (January 1, 2009).

The authorization period lasts from the date of signing until March 31, 2026. The procedures include granting and re-granting certificates of plant variety rights appraisal organizations; granting and re-granting appraisal cards; and revoking certificates and appraisal cards at the request of organizations and individuals.

The City People's Committee requests the Department of Agriculture and Environment to be responsible before the law and the Hanoi People's Committee for the implementation of assigned tasks, ensuring compliance with regulations. The Department is also assigned to preside over and coordinate with the Hanoi City Public Administration Service Center and related units to promulgate administrative procedures and approve internal procedures for the above 6 procedures. Quarterly and annually, the Department must report the implementation results to the City People's Committee; if any unexpected problems arise, they must promptly report for instructions.

The decision takes effect from the date of signing.
