Improve the quality of service to the people
The Hanoi People's Committee has just agreed to the pilot implementation plan of the "Public Administration Collaborator Model" proposed by the Hanoi Public Administration Service Center, to enhance support for people and businesses in the process of implementing administrative procedures .
This is considered a step to concretize the major policies of the Party, the State and Hanoi City on administrative reform, digital transformation and building digital government, in which the satisfaction of organizations and individuals is taken as a measure of service efficiency.

Mr. Cu Ngoc Trang, Director of the Hanoi City Public Administration Service Center, said that in reality, the volume of administrative procedures is increasingly diverse and complicated, while the capacity and human resources of administrative agencies are limited and cannot cover all the needs of supporting people and businesses.
A segment of the population, especially the elderly, the disabled, the poor, and people living far from the city center, still face many difficulties in accessing administrative procedures and using online public services. Although the rate of using online public services has increased, it has not yet met expectations, many applications are still submitted directly because people are afraid of using technology.
In addition, civil servants at the Branch and the Commune/Ward Administrative Service Point must undertake many tasks at the same time, from receiving, guiding to handling professional matters. High work pressure can easily cause overload, affecting the progress and quality of handling documents.
“Organizing a team of public administration collaborators will create a channel for youth union members, students, retired officials, and social organizations to participate in supporting the people. Thereby, it will both enhance the socialization in providing public services and spread the spirit of “serving government”, strengthening the connection between the government and the people. This is also a mechanism to expand social supervision, helping administrative agencies to be public, transparent, and increase accountability” , Mr. Cu Ngoc Trang emphasized.
Long-term benefits for people and society
To implement this plan, on November 25, the Hanoi City Public Administration Service Center organized interviews to select public administration collaborators , the first round, in 2025.
According to the reporter of Cong Thuong Newspaper, in this selection round, there were nearly 260 candidates participating in the recruitment. The candidates were students of law, administration, information technology, union members, members of political and social organizations, retired officials with experience, postal staff... There were even candidates with doctoral degrees who registered for interviews to become public administration collaborators.

Representatives of the Hanoi City Public Administration Service Center, with the participation of public administration collaborators, people are guided enthusiastically, conveniently, saving time and costs, especially disadvantaged groups have more conditions to access fair public services.
Thereby, contributing to building the image of a friendly, modern, close-to-the-people, and people-serving administrative system. At the same time, forming a network of experienced and skilled collaborators who can develop into a core force to accompany administrative agencies for a long time in the process of digital transformation and building a digital society.
In addition, this team will also help State administrative agencies increase direct support for organizations and individuals when accessing and using online public services, especially in densely populated areas, apartment buildings, supermarkets, shopping centers and public places.
“The selected public administration collaborators will join state administrative agencies in supporting and guiding people in carrying out administrative procedures. Thereby promoting the process of forming and developing digital habits in the community,” said a representative of the Hanoi Public Administration Service Center who participated in the interview to select public administration collaborators.

For the model to operate effectively, the Hanoi City Public Administration Service Center proposed that each commune and ward select about 10 collaborators according to a specific set of criteria. This force will be periodically trained on procedures, communication skills, skills to support vulnerable groups and online public service operations.
The pilot implementation of the “Public Administration Collaborator Model” is expected to contribute to building a friendly and modern administration, improving the satisfaction of organizations and individuals and promoting the formation of digital habits in the community. This is an important step in the administrative reform and comprehensive digital transformation roadmap of Hanoi City.
Selected public administrative service collaborators meet the following criteria: Have basic knowledge of administrative procedures and online public services; understand the process of receiving, processing and returning administrative procedure results. Have basic knowledge of information technology, proficient in using computers, smartphones, public service portals and digital administrative support applications. Have communication skills, instructions, and easy-to-understand communication; know how to assist priority groups to be supported in carrying out administrative procedures such as: the elderly, people with disabilities, poor households. Have the ability to participate in activities for at least 06 months to 01 year continuously, ensuring the stability and sustainability of the collaborator force...
