Removing difficulties in effectively operating two-level local government

Communes, wards and units of Lam Dong province need to be determined, resolute and make efforts to overcome difficulties, ensure the increasingly better operation of the two-level local government and accelerate to reach the finish line in performing the tasks in 2025. That is the request of comrade Ho Van Muoi - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee when working with communes and wards in the West of Lam Dong recently.

Lam Dong ranks 15th out of 34 provinces and cities in service quality.

According to the report of the Department of Home Affairs when working with the communes and wards in the West, from the beginning of October to November 7, the communes, wards and special zones in the province continued to operate the local government organization to ensure the regulations. Of the total 124 communes, wards and special zones, 74/75 localities have completed the conversion of village and residential group types into unified names and 49 localities do not have to carry out the conversion.

The Provincial People's Committee has submitted a request for comments on the draft of the General Plan for the arrangement of provincial public service units and the establishment of a General Service Center under the People's Committee at the commune level. Accordingly, from 1,686 units, it is expected that after the arrangement there will be 1,873 units, an increase of 187 units (due to the establishment of medical stations and general service centers under the People's Committee at the commune level).

The provincial departments, branches and sectors are reviewing and implementing procedures to advise competent authorities to issue legal documents on decentralization and delegation of power in accordance with the policy. At the same time, ensuring the goal of organizing two-level local governments must be operated smoothly and effectively, based on the principle of "local decision, local action, local responsibility", with people and businesses as the center of service.

The province has issued decisions to delegate a number of tasks and powers to directors of departments, branches, sectors and commune-level People's Committee chairmen to implement, ensuring unity and efficiency in management and operation as well as promoting the initiative and flexibility of heads of agencies, units and localities.

Regarding administrative procedure settlement, from October 1 to November 7, the Chairman of the Provincial People's Committee signed and issued 13 decisions announcing the list of administrative procedures (AP) within the scope and management functions of the provincial and communal levels in the province. All announced AP lists have internal processes and electronic processes to be implemented on the Provincial AP Information System and made public on the national database of AP; posted at the provincial and communal public administrative service centers for people and businesses to implement according to regulations.

The whole province has integrated and provided 2,244 online public service procedures on the National Public Service Portal. During the period, the total number of processed records was 178,148 records, the rate of correct and early settlement was 97.35%. Of which, the commune level processed 107,449 records during the period, 90,059 records were resolved (before and on time accounted for 99.24%).

Information infrastructure and digital transformation have been invested synchronously. Currently, 100% of commune-level localities have been equipped with 2 online meeting rooms for the Party and government sectors, ensuring synchronization, concentration, stable operation and high efficiency. The whole province has created 7,551 accounts for 166 units, publicizing the headquarters address and hotline phone numbers of the public administrative service centers at the provincial and commune levels. On the National Public Service Portal, Lam Dong province's service quality is ranked 15th out of 34 provinces and cities.

Difficulties need appropriate support mechanisms

According to the Provincial People's Committee, the above achievements of the province are partly contributed by the communes and wards in the West. However, the communes and wards are currently facing many difficulties in implementing the tasks.

According to the reflection of the communes and wards in the West of Lam Dong province when working with the working delegation of the Provincial People's Committee led by the Chairman of the Provincial People's Committee, the current salary of commune-level officials, civil servants and public employees is not commensurate with the level, responsibility and workload of advising on the implementation of the new model. Not to mention, some old communes before the merger are far from the new commune center, more or less affecting the activities of the grassroots government.

Not only at the commune level, many localities also recognize that the allowance regime to encourage and motivate village-level cadres is still low. Chairman of the People's Committee of Ta Dung Commune, Tran Nam Thuan, reflected: "Ta Dung has a large area, the population does not live in a concentrated area. Currently, there are many campaigns being implemented with urgent completion time, all of which are in great need of village and hamlet cadres. Some villages also add residential clusters, so commune cadres coordinate with village cadres to work day and night, even on holidays, but still cannot keep up with the progress. With the current allowance level, it is only enough for gas, not enough to encourage and motivate."

Some localities believe that currently, there is a lot of work and great pressure to process documents, so they should limit documents and reports on non-urgent content and tasks so that staff have time to focus on work.

In addition, the working headquarters of some communes are not guaranteed, degraded, and small, which also affects the service for people and businesses when they come to do transactions, especially the commune-level public administrative service center. Difficult, degraded, and damaged traffic infrastructure is also a common situation in many communes and wards in the West today, especially the main and key routes such as Provincial Road 1, Provincial Road 3, National Highway 28...

Speaking at the working session with the western communes and wards, comrade Ho Van Muoi - Chairman of the Provincial People's Committee acknowledged and highly appreciated the proactive and responsible spirit of the Party Committee and government in implementing the tasks of socio-economic development and organizing local government at two levels in recent times.

The Chairman of the Provincial People's Committee affirmed that the difficulties of the western communes and wards are also the common difficulties of other localities in the province. The province always cares, supports and accompanies the localities to find solutions to remove difficulties and obstacles, ensuring the increasingly better operation of the two-level local government and speeding up to reach the finish line in performing the tasks in 2025.

In the immediate future, the Chairman of the Provincial People's Committee requested that communes and wards need to be determined, resolute, and make efforts to overcome difficulties, successfully complete all tasks set out in 2025, contributing to the overall achievements of the province.

Regarding degraded and damaged transport infrastructure, localities need to coordinate and resolutely implement in the spirit of "doing easy things first, difficult things later"; at the same time, plan and propose timely repairs and upgrades to facilitate travel and transport of goods, promoting local socio-economic development.

Regarding allowances for village and hamlet level cadres, comrade Ho Van Muoi said that without better allowances, increased responsibility pay, and machinery support, it would be difficult to operate. Because this is an important force, especially at the present stage, the amount of work assigned to village level cadres is quite large. Therefore, relevant levels and sectors need to pay attention and consider to have appropriate support mechanisms, encourage and motivate village level cadres in their activities.

Localities need to be proactive and flexible in arranging and assigning staff to ensure the apparatus operates effectively in the spirit of "right role, right job", one person can do many things.
