On the afternoon of November 26, Alternate member of the Party Central Committee, Permanent Deputy Minister of Health , Dr. Vu Manh Ha, chaired a meeting to evaluate the results of the implementation of cutting and simplifying administrative procedures and business conditions; and the situation of providing public services of the Ministry of Health in 2025.

According to the counting and synthesis of the Office of the Ministry of Health , up to now, the total number of administrative procedures under the management of the Ministry of Health is 282 administrative procedures. Of which, after decentralization, there are 117 administrative procedures under the authority of the Ministry of Health.
Delegates reported information, applying the provisions of Decree No. 163/2025/ND-CP dated June 29, 2025 of the Government, there are 16 administrative procedures taking effect from July 1, 2027.
Thus, from July 1, 2027, the number of administrative procedures under the jurisdiction of the Ministry of Health will be only 101/282, equal to 35.8%, meeting the target set by the Government and the Prime Minister.
Delegates also shared data on the need to amend legal documents to implement reduction and simplification plans, including: 16 documents, belonging to 2 Laws, 7 Decrees, 6 Circulars and 1 Joint Circular.
Clearly define the tasks to be performed according to Decision No. 2111/QD-TTg dated September 22, 2025 of the Prime Minister approving the plan to reduce and simplify administrative procedures and conditions related to production and business activities within the scope and management functions of the Ministry of Health in 2025 for relevant Departments and Divisions; review legal documents according to the roadmap in 2026, advise on accelerating the amendment in 2025, focusing on regulations that do not need to wait for the Law to be amended to implement the reduction plans.
At the meeting, representatives of the Departments and Offices responsible for cutting administrative procedures and business conditions reported in detail to the Permanent Deputy Minister on the results of cutting and simplifying unnecessary investment and business conditions; identified difficulties and challenges; and proposed solutions to increase the effectiveness of cutting and simplifying investment and business conditions.



Representatives of the Department of Medical Examination and Treatment, the Office of the Ministry of Health and the Department of Disease Prevention spoke at the meeting.
Concluding the meeting, Permanent Deputy Minister of Health Vu Manh Ha emphasized that the actions and results achieved from reducing the number of administrative procedures, saving costs and time are clear evidence of the political determination and continuous efforts of the Ministry of Health in the journey to realize the goal of building a modern and effective administration, taking the satisfaction of people and businesses as a measure of evaluation.
In the coming time, the key task is still to complete the reduction plan to meet the target of reducing at least 30% of processing time and 30% of administrative procedure compliance costs by 2025 according to Resolution 66/NQ-CP.
Permanent Deputy Minister Vu Manh Ha emphasized the key tasks of each Department and Division in the coming time. Accordingly, the units must list the priority categories and time to achieve progress, prioritize creating conditions for legal procedures to serve as a basis for deploying information technology applications, and complete the progress of sharing the list of administrative procedures of the Ministry of Health on the National Public Service Portal.
Permanent Deputy Minister Vu Manh Ha assigned the National Health Information Center to preside over and coordinate with the Department of Science, Technology and Training, and the units to advise on issuing administrative procedures to implement the following tasks: Providing database records for the Center to design a technical framework and carry out legal procedures to implement the project; The National Health Information Center completes 100% of administrative procedures related to enterprises online, smoothly, seamlessly, effectively, and minimizes paperwork in 2025;
Complete the upgrading of the Administrative Procedure Information System to meet digitalization requirements, to be completed in November 2025;

Focus on implementing tasks and solutions on restructuring processes and providing online public services on the National Public Service Portal in accordance with the goals and requirements in Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on science and technology development, innovation and digital transformation, ensuring quality, substance and efficiency, striving for results by December 20, 2025.
