
Ho Chi Minh City People's Committee has just issued Document No. 3940/UBND-DT on implementing solutions to increase supply, reduce housing and real estate prices, aiming to stabilize and develop the city's real estate market.
According to the above document, currently, Ho Chi Minh City has stably organized the two-level local government apparatus. The City People's Committee has directed departments, branches and People's Committees of communes, wards and special zones to focus on strictly implementing the contents according to their assigned functions, authorities and tasks to help increase supply, reduce housing and real estate prices, and aim to stabilize and develop the city's real estate market.
The City People's Committee assigns departments, branches, sectors, People's Committees of communes, wards, and special zones to coordinate with the Department of Construction to effectively implement tasks and solutions to develop housing and the real estate market in the direction of safe, healthy, and sustainable development. Be responsible to the City People's Committee for the assigned functions, tasks, and authority regarding issues related to the real estate market; be responsible for the role of the leader in removing difficulties and obstacles of real estate projects to promote housing development and the real estate market within their authority.

In addition, departments, branches, and commune-level People's Committees must immediately cut down and reform administrative procedures; arrange a sufficient number of civil servants to ensure effective implementation of decentralized functions and tasks in the fields of planning, land, construction, housing, real estate, investment, etc.; and avoid stagnation in handling administrative procedures due to lack of human resources.
The City People's Committee assigned the Department of Construction to advise on accelerating urban planning and development, especially urban development areas in the form of TOD (urban development model oriented towards public transport development - PV); focus on quickly resolving administrative procedures in construction investment, implementing housing and real estate projects according to new procedures; coordinate with the Department of Finance to promptly resolve difficulties and problems of real estate projects in the city according to the direction of Steering Committee No. 751...
The Department of Construction coordinates with relevant agencies and units to strengthen inspection, promptly correct, prevent and strictly handle violations within its authority regarding the activities of enterprises, investors, real estate trading floors, real estate brokerage service businesses, etc.
Preside over and coordinate with the city's departments, branches and sectors to review the organizational structure of these units related to the housing and real estate market sectors to advise the City People's Committee to merge one focal point into the Steering Committee for housing policy and the city's real estate market, ensuring synchronous and consistent management work...

The City People's Committee assigned the Department of Finance to preside over and coordinate with relevant units to advise the City People's Committee on many issues, including advising on quickly resolving administrative procedures in investment and construction of housing and real estate projects according to new procedures (such as: approving investment policies, selecting investors for housing projects...); advising on implementation according to authority in bidding for projects using land... to implement housing projects to ensure objectivity, not for personal or group interests; advising on arranging local budgets to carry out compensation and site clearance work to have clean land funds for developing social housing...
The Department of Agriculture and Environment shall preside over and coordinate with relevant units to advise the City People's Committee on approving and promptly announcing planning information and land use plans to ensure public and transparent market information; focus on quickly resolving administrative procedures in investment and construction of housing and real estate projects according to new procedures (conversion of land use purposes, determination of land prices, calculation of land use fees, etc.). In addition, there are procedures: Land allocation, land lease, etc. Strictly handle real estate business activities with abnormal price increases, etc.
