On the morning of November 26, the plenary session of the Autumn Economic Forum 2025 officially opened in Ho Chi Minh City. The forum was attended by Prime Minister Pham Minh Chinh ; Deputy Prime Minister Bui Thanh Son; leaders of ministries, branches and localities; and about 30 diplomatic missions of countries in Vietnam; representatives of national leaders, experts, scientists and more than 500 domestic enterprises in the fields of science, high technology and innovation.

On the international side, the forum attracted 70 delegations from innovation centers and large corporations, 6 delegations from international ministries and branches (Australia, China, Kuwait, Malaysia...), 8 delegations from international localities, 7 delegations from major international organizations such as the United Nations (UN), International Monetary Fund (IMF), Asian Development Bank (ADB), 10 global centers of the Fourth Industrial Revolution (C4IR)...

The goal of the Plenary Session is to clarify the action strategy of "dual transformation", focusing on people in the context of rapid development of science and technology; analyze new industrial trends, the role of AI, automation, green technology in improving productivity and restructuring the value chain.

Speaking at the opening of the forum, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized that the world is moving at an unprecedented speed, the growth model is changing, the supply chain and the global economic structure are reshaping towards green - digital - sustainable. Challenges related to climate and environment are becoming more urgent than ever. Along with that, artificial intelligence, big data, biotechnology and new materials are creating a completely different development space.

Science, technology and innovation continue to innovate, deeply and fundamentally impacting all aspects of economic and social life. In that context, green transformation and digital transformation are no longer trends but have become the order of the times, the key to ensuring competitiveness, energy security, the environment and people's quality of life.

With the consistent viewpoint of “taking people as the center, goal and driving force of development”, Vietnam in general and Ho Chi Minh City in particular determined that this is an objective requirement, a top strategic priority for rapid and sustainable growth. Therefore, the theme of the forum “green transformation in the new era” is strategic and urgent.

The Secretary of the Ho Chi Minh City Party Committee said that after the merger, Ho Chi Minh City will become the convergence of the three most dynamic growth poles in the country, carrying with it a broad vision and aspiration to become a modern, dynamic and globally competitive city.

The city aims to be a leader in green transformation, smart urban development, attracting high-tech investment and forming an International Financial Center, creating a foundation to become a leading economic, financial, technological and service center in the region.

To achieve that goal, Ho Chi Minh City identified three strategic breakthroughs: perfecting institutions, developing synchronous infrastructure and improving the quality of human resources.

Secretary of the City Party Committee Tran Luu Quang emphasized that Ho Chi Minh City dares to think and is determined to do. In that spirit, the city is persistent in building and upgrading the Ho Chi Minh City Economic Forum to the Autumn Economic Forum - an annual dialogue mechanism, gathering experts, leaders, and businesses with "heart and vision", who want to do, are determined to do, contribute ideas and suggest solutions for the development of the City in particular and the whole country in general ...

According to Secretary of the City Party Committee Tran Luu Quang, the Autumn Economic Forum will become an important bridge between policymakers, the business community , investors and researchers; becoming a "distinctive brand" of Ho Chi Minh City, a knowledge-based economic center and a meeting place for pioneering initiatives, towards a greener, smarter and more sustainable future.

The plenary session of the Autumn Economic Forum 2025 also raised the need to clarify the global prospects of the smart economic model, pointing out the benefits that need to be grasped and the risks that Vietnam needs to prepare for, thereby proposing ways to build a smart, transparent, and sustainable super urban model for the country.

To delve into the core issues in the dual transformation process of Vietnam and the region towards a smart economy, the forum continued with three parallel thematic discussion sessions. Session 1 (co-organized with WEF) focused on "Smart manufacturing and global supply chains". Session 2 explored the topic "Smart logistics and seaports associated with the dual transformation goal". Session 3 focused on "Smart government in the digital age".

According to the Secretary of the Ho Chi Minh City Party Committee, in the new competitive period, any country or city that is even a step behind risks being left behind. He called on the Government, businesses and academia to consider the Autumn Economic Forum 2025 as a commitment to action with clear goals, specific time and transparent results. At the same time, he expected the forum to open up opportunities for strong cooperation, creating more momentum for the City and Vietnam to make breakthroughs in digital transformation, green transformation and sustainable development.
