
According to the new resolution, low emission zones are areas designated to restrict polluting vehicles to improve air quality.
In the low emission zone, Hanoi allows the operation of vehicles that do not emit exhaust fumes, environmentally friendly motor vehicles, motor vehicles using clean energy, green energy, priority vehicles and vehicles with circulation permits from competent authorities.
In particular, Hanoi will ban motorbikes and scooters using fossil fuels (motorbikes using gasoline and oil) from operating on the software platform supporting transportation connections in low-emission zones; at the same time, ban motorbikes using gasoline and oil from entering low-emission zones according to time frames/points or areas.
Hanoi will also ban fossil fuel trucks over 3.5 tons from entering low-emission zones, aiming to reduce large emissions from heavy vehicles.

Regarding the implementation roadmap, from July 1, 2026, Hanoi City will pilot low-emission zones in some areas in Ring Road 1, including 9 wards: Hai Ba Trung, Cua Nam, Hoan Kiem, O Cho Dua, Van Mieu - Quoc Tu Giam, Ba Dinh, Giang Vo, Ngoc Ha and Tay Ho.
From January 1, 2028, implement low emission zones in Ring Road 1 and some areas in Ring Road 2 and beyond (including 9 wards in Ring Road 1 and 5 wards: Lang, Dong Da, Kim Lien, Bach Mai and Vinh Tuy).
From January 1, 2030, implement low emission zones in Ring Road 3 and beyond (including 14 wards in Ring Road 2 and 22 communes and wards, including: Phu Thuong, Xuan Dinh, Nghia Do, Cau Giay, Yen Hoa, Thanh Xuan, Khuong Dinh, Dinh Cong, Phuong Liet, Tuong Mai, Hoang Mai, Vinh Hung, Long Bien...).

From 2031 onwards, areas in Hanoi that have one of the criteria to determine low emission zones must implement low emission zones.
Specifically, the criteria for determining low emission zones include: areas in strictly protected zones and emission-restricted zones identified in the Hanoi Capital Region Planning for the 2021-2030 period, with a vision to 2050; areas with frequent traffic congestion; areas with air quality indexes assessed in at least the most recent year below the average level according to data from national and city standard monitoring stations.
