
100% of public transport will use clean energy by 2030.
This is one of the provisions in the Prime Minister 's Decision on the National Action Plan for addressing pollution and managing air quality for the period 2026-2030, with a vision to 2045.
By 2030, air quality nationwide will be gradually controlled and improved, specifically:
In Hanoi , the average annual PM2.5 concentration by 2030 will be below 40 µg/m³ (a 20% reduction compared to the 2024 average) at national air quality monitoring stations; other air quality parameters will be maintained and ensured to meet national environmental technical standards. The percentage of days per year with a good or moderate air quality index (VN_AQI) will reach at least 80%.
100% of major emission sources belonging to production types with a high risk of air pollution: cement, thermal power, steel smelting, boilers, etc., nationwide are strictly managed and controlled, with a phased roadmap for emission reduction; 100% of road vehicles (including cars, motorcycles, and scooters) are managed and controlled for emissions according to a roadmap for applying national technical standards and regulations on emissions from road vehicles.
The urban transportation infrastructure system is being comprehensively improved to meet the orientation of gradually increasing the proportion of green and public transportation; the public transportation system is being invested in, upgraded, and converted to use clean, green, and environmentally friendly energy; provinces and cities are implementing the conversion and upgrading of public transportation vehicles according to Decision No. 876/QD-TTg dated July 22, 2022, of the Prime Minister approving the Action Program on green energy transition, reduction of carbon and methane emissions in the transportation sector. For Hanoi and Ho Chi Minh City, by 2030, 100% of public transportation vehicles will use clean, green, and environmentally friendly energy; policies are being issued and implemented to encourage and support the conversion of goods and passenger transport vehicles using technology-based services (shippers) to use clean, green, and environmentally friendly energy.
