Correcting the situation of private vehicles entering Bien Hoa - Vung Tau highway without permission

After receiving feedback about many private vehicles illegally traveling on the Bien Hoa - Vung Tau expressway under construction, the Regional Traffic Project Management Board and the Ba Ria - Vung Tau Agricultural Sector (PMU) urgently increased barriers to ensure safety and progress.

Previously, people had reported that on many sections of the Bien Hoa - Vung Tau Expressway project through Ho Chi Minh City, private vehicles still tried to travel. This route is still under construction, the safety system has not been completed and has not been allowed to operate, but many motorbikes, bicycles, and even private cars still find ways to get through the barriers to enter.

Workers at the construction site said that motorbikes and cars driving onto the site without permission had seriously affected the construction process and posed a potential safety risk. Some residents living near the project area also said they had seen private cars driving onto the route.

On November 21, speaking with SGGP reporters, Mr. Nguyen Cong Danh, Deputy Director of the Regional Traffic and Agricultural Project Management Board of Ba Ria - Vung Tau (Investor of the Bien Hoa - Vung Tau Expressway Component 3 project) said that the unit has strengthened measures to rectify and prevent the situation of motorbikes and cars entering the road under construction by using concrete dividers to block the entrances and exits of the highway. Roads open for construction vehicles are also guarded by forces, not allowing unauthorized vehicles to enter the area. At the same time, the Project Management Board will increase the contractor's workforce to be on duty 24/24h, adding more barriers and warning signs.

Mr. Nguyen Cong Danh affirmed that private vehicles are absolutely not allowed to enter the highway under construction. Currently, the route only serves construction vehicles and technical inspection vehicles, there is no permission for civil vehicles.

Mr. Danh said that the Project Management Board has sent a document to the localities, requesting them to coordinate with the police force to block all entrances and exits, and close temporary connecting roads. At the same time, the Project Management Board continues to request local authorities to step up propaganda to the people, especially motorcyclists, cyclists, the elderly and children, not to enter the project area.

The Bien Hoa - Vung Tau Expressway Project is a national key project with a length of 54km, of which the nearly 20km section passing through Ho Chi Minh City was technically opened to traffic in mid-2025 and is currently completing the intersections. The main route has been basically completed, the road surface is asphalted.
