According to a quick report from the People's Committee of Dong Hoa Ward, the rain and floods caused deep flooding in the entire area, many areas lost power, communication was interrupted, and traffic was cut off. Although the water level had receded by about 1.5 meters, the full extent of the damage could not yet be fully estimated. All level 4 houses were flooded up to the roof, and about 200 people had to be urgently evacuated.
A rescue canoe was swept away, all cars and motorbikes were submerged; rescue work encountered many difficulties due to the strong current of the Ban Thanh River. The ward proposed to support 6 canoes, supplement necessities for about 23,000 people and soon restore electricity and telecommunications to serve rescue and relief.
