According to Lieutenant Colonel Bui Minh An, Deputy Commander of the Defense Command of Area 1 - Hoai Nhon Nam, the peak time when floodwaters rose rapidly was on the night of November 18 and the morning of November 19, many households in the communes and wards of Tuy Phuoc, Quy Nhon Bac, and Quy Nhon Dong were caught off guard.

In particular, the house of Mr. Ho Van Tri's family, in group 34, area 5, Quy Nhon Dong ward, is high and solid, so many neighboring families came to take shelter. But when the floodwaters rose at night, 24 people in Mr. Tri's house were completely trapped. Upon receiving the news, the Defense Command of Area 1 - Hoai Nhon Nam dispatched forces and canoes to rescue and bring the 24 people to safety.
