
Expected to be one of the western gateways connecting to the provincial highway axis, the Riverside Road project phase 1 (from Dam Nha Mac intersection to Provincial Road 338) is designed as a level III plain road, 11.42km long, 4 lanes, 15m wide roadbed. The starting point connects with branch line 5.2 of Dam Nha Mac intersection, the end point connects with Provincial Road 338 at Km6+838. On the route, 2 bridges are designed to cross Rut River and Chanh River in the former Quang Yen Town area, with a total investment after adjustment of more than 2,100 billion VND from the provincial budget. The project was implemented from June 2021 and is expected to be completed by the end of 2023.
However, during the implementation of the project, the project continuously encountered difficulties, such as: Lack of raw materials for soil and sand for foundation; the fluctuation of material prices compared to the time of signing the contract, which affected the contractor's finances, causing the mobilization of materials and supplies for the project's construction to be slow. In particular, the site clearance work encountered many obstacles because the entire land area was slow to approve resettlement land prices, which caused the approval of compensation plans to pay people to be slow; some rice fields that needed to be converted and supplemented were approved late; many aquaculture ponds and land locations were still stuck in the plan to calculate the compensation unit price, so the people at that time did not agree or accept the plan and compensation unit price... This led to the site clearance work in the locality in the previous period being very slow, with households obstructing and not allowing construction.
However, with the province's efforts to completely resolve difficulties and obstacles with many specific solutions, the project has been gradually accelerated. Up to now, the total volume of the project's work has reached over 60%. In particular, the Chanh River and Rut River bridges have completed the main structural items. For the road item, the contractor has excavated weak soil, completed filling fine and medium sand with a volume of over 360,000m3 ; filling and compensation for K95 settlement reached 95.6%, and at the same time, 97.3% of the entire route has been loaded. However, there is still 0.16km of the route that is stuck with site clearance related to 14 households in Quang Yen ward, making the construction organization still difficult.

At the project progress inspection at the end of October 2025, the Chairman of the Provincial People's Committee requested the investor and contractors to closely coordinate with relevant departments, branches and localities to promptly resolve the existing problems. In particular, Quang Yen ward must completely resolve the existing problems regarding the site. During the implementation process, it is necessary to ensure objectivity, responsibility, and give maximum priority to the people's interests; resolutely handle cases of intentional non-cooperation according to the law.
Comrade Nguyen Van Bac, Chairman of the People's Committee of Quang Yen Ward, said: The ward has reviewed, promoted mobilization, and propaganda to help people understand and soon agree to hand over the site to the contractor to organize construction. Based on the provisions of the law, the ward has implemented many policies to best support the people. At the same time, coordinating with competent units, implementing the enforcement process for households that deliberately delay and will completely complete the site clearance work in December 2025.
It is known that after the process of mobilization and persuasion in accordance with regulations, on November 18, Mrs. Tran Thanh Nga's household with 208.5 square meters of land subject to recovery voluntarily handed over the entire site and moved assets out of the recovered land. Quang Yen Ward has immediately completed the handover procedures to the investor and contractor to carry out the construction steps. Thus, with the determination and focus from the province to the locality, the problems related to site clearance work of the River Road project phase 1 will soon be resolved.
The clearance of the entire route helps investors and units to organize solutions for soft ground treatment in a synchronized manner, thereby speeding up the process of waiting for subsidence and constructing road surface items. This promotes disbursement for the construction industry, making an important contribution to the growth of the province in the "sprint" period to complete the goals and plans for 2025.
