On the afternoon of November 21st, comrades Nghiêm Xuân Thành - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Hồ Xuân Trường - Standing Deputy Secretary of the Provincial Party Committee; Lâm Đông - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Trần Phong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and Nguyễn Khắc Hà - Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province, chaired a meeting on flood response work in the province. The meeting was connected online with localities throughout the province.

Heavy damage

According to a report from the Department of Agriculture and Environment, over the past 24 hours (from 7 PM on November 19th to 7 PM on November 20th), the province experienced rain, moderate to heavy rain, with some areas experiencing very heavy rain; the total rainfall in the northern part of the province was generally 100-300mm, with some areas receiving higher amounts such as Dai Lanh (518mm) and Hoa Son - Suoi Sung Lake (666mm)... Forecasts for the next 24 to 48 hours indicate that Khanh Hoa will continue to experience moderate to heavy rain, with some areas in the north experiencing very heavy rain and thunderstorms. The total rainfall in the northern part of the province is expected to be generally 100-200mm, with some areas exceeding 300mm; the southern part of the province is expected to receive 70-120mm, with some areas exceeding 150mm.

Following the floods, 196 locations across 54 communes and wards in the province were flooded, affecting nearly 15,000 households; 126 sections of national and provincial roads suffered landslides. Economic losses included approximately 50 communes and wards with flooded crops totaling 12,200 hectares; 17 communes and wards with livestock and poultry damaged by floods; about 80 hectares of aquaculture and one high-tech shrimp farming area damaged; and 146 hectares of salt fields affected. The estimated losses to the people to date amount to thousands of billions of dong. Damage to infrastructure is estimated at approximately 335 billion dong.

Mr. Nguyen Duy Quang, Director of the Department of Agriculture and Environment, stated that due to severe flooding, isolation, power outages, and disrupted communication in many areas across the province, the assessment and statistics of damage to houses, property, infrastructure, production, and crops of the people are incomplete. The Provincial People's Committee has directed that a thorough review and comprehensive assessment of the damage will continue in the coming period.

Urgent support

Regarding damage mitigation and support for the people, the Provincial Party Committee, the Provincial People's Committee, departments, agencies, and local units promptly organized visits, offered encouragement, and shared the difficulties with families affected by the floods. Based on the 50 billion VND in government funding for Khanh Hoa province to mitigate flood damage and the local budget, the Provincial People's Committee urgently allocated 112 billion VND to communes and wards throughout the province to help people overcome the urgent consequences, including purchasing food, drinking water, necessities, and other essential needs. The Minister of Finance released 2,000 tons of national reserve rice to Khanh Hoa free of charge in an emergency situation. The Prime Minister assigned the Ministry of Finance to advise the Prime Minister on considering and deciding on financial support of approximately 200 billion VND for Khanh Hoa province. In addition, businesses, organizations, and individuals have supported people affected by floods and isolation in various ways, such as rescue vehicles, food, and other essential supplies.

Local authorities have responded urgently and responsibly. Mr. Nguyen Van Minh, Chairman of the People's Committee of Nam Nha Trang Ward, said that as of now, the ward has evacuated all residents from dangerous areas to safe zones. The ward ensures that no one goes hungry. Currently, the biggest difficulty is the lack of clean water. Therefore, they have requested the provincial leadership to provide assistance.

Quickly help people rebuild their lives.

At the meeting, attendees outlined the next steps for the flooded areas. Mr. Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee, stated that localities should urgently review and reach residents still deep within the flooded areas; carefully assess the situation and thoroughly review to ensure no residents in dangerous areas are left inaccessible. In the coming days, with heavy rainfall, accurate flood forecasting is necessary to develop appropriate response plans. Mr. Ho Xuan Truong, Standing Deputy Secretary of the Provincial Party Committee, suggested that, as an immediate measure, a complete list of households should be compiled for easy access; provincial leaders and members of the Provincial Party Standing Committee should be sent deep into the flooded areas to directly oversee operations. Units must provide sufficient clothing and warm clothing for residents; and ensure access to clean water for daily use.

Chairman of the Provincial People's Committee Tran Phong assessed that while some basic tasks had been accomplished in flood response activities, many limitations and shortcomings still remained. This is a lesson that all units need to learn from immediately. In the coming time, the Department of Agriculture and Environment will prepare a comprehensive report; guide localities on forms for declaring damages. Localities should proactively deploy support to people with essential supplies; coordinate with the armed forces to assist people in cleaning up and overcoming the consequences of the floods; and proactively allocate budget to restore public administrative centers.

Concluding the meeting, Provincial Party Secretary Nghiem Xuan Thanh highly appreciated the coordinated efforts of all units, especially the armed forces. However, due to this being a historic flood, shortcomings are unavoidable; the damage is immense. Provincial Party Secretary Nghiem Xuan Thanh requested that by the evening of November 21st, all localities must reach all residents in the flooded areas; mobilize professional forces and use appropriate equipment to penetrate deep into the flooded areas to evacuate people to safe areas... Food supplies must be ensured adequately; if residents lack drinking water or food, the local authorities and the Department of Industry and Trade will be held responsible.

Comrade Nghiem Xuan Thanh requested the Department of Finance to allocate sufficient budget to localities according to actual needs; relevant departments and localities should proactively visit families affected by the floods. At the same time, they should study the best support plan for people affected by the historic floods, in accordance with regulations and within the budgetary capacity, as follows: 60 million VND for houses completely destroyed; 30 million VND for houses damaged and requiring repair; 1 million VND per person per household affected by the floods; and 500,000 VND per child to provide books and school supplies for students from primary school upwards in affected households. The Provincial People's Committee will issue specific criteria for implementation, ensuring transparency and accountability. Other social security and welfare policies will be implemented according to current regulations.

In addition, Provincial Party Secretary Nghiem Xuan Thanh requested that units assess the weather situation in the coming period; water regulation at reservoirs needs careful planning. Functional forces should focus on assisting people in cleaning up after the floods, prioritizing schools and transportation routes. The Health sector should organize disinfection and sterilization to ensure environmental hygiene in residential areas after the floodwaters recede. Telecommunications units should urgently repair telecommunications infrastructure at points where signal is lost, restore the network, and ensure uninterrupted communication. Units should urgently repair and restore the power and water supply systems to ensure sufficient electricity and water for people's daily lives. The Department of Construction should focus on addressing landslides on roads to ensure smooth traffic flow. At the same time, sectors and localities should prepare plans for receiving and distributing donated funds and relief goods to ensure they are reasonable, reach the right recipients, and reach the people as soon as possible…
