Attending were comrades of the Party Central Committee, leaders of a number of departments, ministries, branches, and comrades of the Steering Committee.
According to the report of the Inter-sectoral Working Group, among the 569 tasks with a deadline of completion before December 31, 2025, there are currently 5 groups of issues that need to be urged related to: funding; administrative procedures and online public services; Information system for handling administrative procedures; database; science , technology and innovation.

At the meeting, delegates frankly pointed out many difficulties and problems, notably the failure to promptly issue guidelines on spending items for science, technology, innovation and digital transformation for unified implementation, leading to confusion among ministries, agencies and localities in proposing, registering funding as well as implementing. The disbursement rate has not ensured the progress of completing assigned tasks, especially for items related to databases, digital platforms and investment tasks.
Regarding administrative procedures and online public services, 34/34 localities have announced a list of administrative procedures to be performed regardless of administrative boundaries; however, currently only 5/34 localities have fully announced 100% of administrative procedures within their scope of resolution.
The rate of completely online file processing is only about 50%, while the minimum target is 80% of administrative procedure files are processed completely online.
Regarding the Administrative Procedure Information System, many ministries and branches still have many different administrative procedure systems. There are many things to do such as: standardizing electronic processes for ministries and localities; designing eforms; connecting VNeID; connecting online payments; connecting digital signatures...
Regarding databases, the current progress of creation is still very worrying, many high-risk databases will not be completed on time in 2025...

After listening to the discussion opinions and concluding the meeting, comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Hanoi Party Committee, Deputy Head of the Steering Committee requested that Ministers, Industry Heads, and Standing Members of the Working Group must clearly perceive, directly direct, and thoroughly handle 5 key groups of issues.
Regarding the budget, he requested the Ministry of Finance to promptly report to the National Assembly; the Ministry of Science and Technology and the Working Group are responsible for removing difficulties and obstacles related to regular expenditure sources, ensuring the progress of task implementation and issuing detailed instructions on expenditure items for science, technology and innovation.

Regarding administrative procedures, online public services and information systems for handling administrative procedures, ministries, branches and localities must focus highly and resolutely implement solutions to complete targets on administrative procedure reform and online public service provision before December 31, 2025. At the same time, it is recommended to provide unified guidance so that ministries, branches and localities can standardize processes; issue electronic forms to ensure clarity, avoid redundancy for synchronous implementation. In addition, he noted that ministries and branches need to clearly define procedures that are applied uniformly nationwide.
The Ministry of Public Security continues to inspect and evaluate the data quality of ministries and branches; presides over and coordinates with ministries and branches to review the entire infrastructure and efficiency of use of existing databases...

Emphasizing that the volume of tasks under Resolution 57-NQ/TW and Plan 02-KH/BCĐTW is still very large, comrade Nguyen Duy Ngoc requested ministries and branches to be determined to handle difficulties and obstacles, ensuring progress and effectiveness of implementing Resolution 57-NQ/TW throughout the system./.
