Continuing the working program in An Giang, on the morning of November 20, at Phu Quoc special zone, General Secretary To Lam, Secretary of the Central Military Commission and the Central Working Delegation visited and worked with Naval Region 5 (Navy Service, Ministry of National Defense ).

The Vietnam People's Navy is the core force in protecting the sovereignty of the sea and islands of the Fatherland. After more than 70 years of building, fighting and growing, under the leadership of the Party and the State, directly the Central Military Commission and the Ministry of National Defense; the coordination and assistance of local Party committees and authorities, the love and care of the people of the whole country, the Navy has been trained and increasingly grown in all aspects; achieved many outstanding achievements, making great contributions to the cause of national liberation, national reunification, building and defending the Fatherland.

Naval Region 5 is assigned to manage a large sea area, from the mouth of the Ganh Hao River, Ca Mau Province to Ha Tien Ward, An Giang Province. Over the past years, the Naval Command, officers and soldiers of Naval Region 5 have promoted revolutionary heroism, the glorious tradition of the Party, the nation, the Army, and the heroic Navy, overcoming all difficulties, uniting, being dynamic, creative, and completing assigned tasks well, some of which have been completed excellently.

Faced with the new requirements of socio-economic development tasks associated with firmly protecting national sovereignty at sea, Naval Region 5 has thoroughly grasped the Party and State's guidelines and policies, overcome all difficulties, proactively grasped, forecasted, analyzed, and correctly assessed the situation, promptly advised the Party, State, and Ministry of National Defense on policies and countermeasures, and fulfilled the task of managing and firmly protecting maritime sovereignty, maintaining a peaceful and stable environment in the Southwestern sea and islands of the Fatherland.

Along with that, Naval Region 5 has done a good job of propagating about the sea and islands; propagating and mobilizing fishermen to comply with the law, combating illegal fishing; completing well the tasks of search and rescue, helping people overcome the consequences of natural disasters, truly being a solid support for fishermen to go out to sea and stick to the sea. Defense foreign affairs have been deployed synchronously, comprehensively and effectively.

The work of building the Party at the grassroots level, building the organization and force of Naval Region 5 has achieved many positive results. The overall quality, strength and combat capability, and management and protection of the sea and islands have been increasingly improved; internal solidarity and unity have been maintained. Political and ideological work has been strengthened, contributing to maintaining the Party's political and ideological position.

Speaking at the visit and working session with Naval Region 5, on behalf of the Party and State leaders, General Secretary To Lam praised the outstanding achievements that the officers and soldiers of Naval Region 5 have achieved in the past time and emphasized that the Southwest sea has a very important strategic position in terms of national defense and security, is the fence protecting the southern airspace and sea of ​​the Fatherland, is the prow of the Fatherland going out to sea. The above reality poses especially great requirements and tasks for the officers and soldiers of the Navy in general and Naval Region 5 in particular, both to firmly protect the sovereignty of the sea and islands of the Fatherland; to promptly detect, advise superiors and directly resolve early and remotely factors that may lead to complications, to maintain a peaceful and stable environment in the Southwest sea.

To successfully complete the assigned tasks, the General Secretary requested to continue to effectively implement Resolution No. 44-NQ/TW, dated November 24, 2023 of the 13th Party Central Committee on "Strategy for protecting the Fatherland in the new situation", especially new thinking and awareness on protecting the Fatherland; resolutely and persistently fight to firmly protect independence, sovereignty, unity, territorial integrity, sea, islands, and airspace; maintain a peaceful and stable environment for national development; always uphold the spirit of revolutionary vigilance, clearly recognize the objects, partners, plots and tricks of hostile forces; be proactive in grasping and solving newly arising problems; calmly and effectively handle complicated situations at sea; promptly advise superiors on "correct" and "accurate" solutions to firmly protect sovereignty and territory, maintain a peaceful and stable environment at sea...

The General Secretary suggested focusing on doing well the task of building a clean and strong Party organization; constantly improving the leadership capacity and fighting strength of Party committees and organizations at all levels and of each Party member in conjunction with promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; resolutely fighting against corruption, waste, negativity, degradation in ideology, politics, morality, lifestyle, "self-evolution" and "self-transformation" within the Party; continuing to well implement President Ho Chi Minh's teaching "People first, guns later", paying attention and taking care of building high-quality human resources; officers and soldiers always have strong political will, high determination and confidence in victory in all forms of war.

The General Secretary also requested to build a team of cadres who are both "red" and "specialized", have scientific working methods and styles, innovate and create, combine words with actions, dare to think, dare to do, dare to take responsibility, ready to fight and sacrifice to firmly protect the sovereignty of the sea and islands of the Fatherland in all situations; at the same time, must master and effectively promote modern technical equipment, actively apply science and technology, innovation and digital transformation into practical tasks.

Along with that, focus on innovation, improving training quality and level, combat readiness; creatively applying the naval combat art of our ancestors "using small to fight big", "using few to fight many"; focus on improving command organization level and ability to coordinate military operations, service branches, independent operations, long-term continuous operations, operations in complex weather conditions in all sea areas and islands with high-tech warfare.

The General Secretary requested to closely coordinate with local Party committees, authorities and forces to play a core role in building a national defense and people's war posture at sea; to well perform the task of supporting the protection of fishing activities of our fishermen at sea, marine economic activities associated with building a strong reserve force, maritime militia and self-defense force; to do better in mass mobilization work, propaganda about seas and islands and rescue work, and to help fishermen, especially in offshore seas and islands, creating a solid foundation for fishermen to confidently go out to sea and stick to the sea.

The General Secretary emphasized the need to improve the effectiveness of defense diplomacy in accordance with the Party and State's viewpoints and policies, focusing on promoting cooperation and friendship with navies of other countries, contributing to maintaining a peaceful and stable environment at sea.

The General Secretary affirmed that the Party and State always pay attention to building the people's armed forces, the Army and the Navy to constantly grow in all aspects; he believes that in the coming time, Navy officers and soldiers will continue to strive, overcome all difficulties, successfully complete all assigned tasks, act as the core in firmly protecting the sacred sovereignty of the sea and islands of the Fatherland, worthy of the trust and love of the Party, State and People./.
