Reporting at the meeting, comrade Ho Van Mung, alternate member of the Party Central Committee, Chairman of the People's Committee of An Giang province, said that after the province's merger and the official operation of the 2-level government model, the Standing Committee of the Provincial Party Committee has led, directed the review and promulgation of all programs and plans to thoroughly implement the Politburo's key and breakthrough policies and resolutions promptly without interruption, in accordance with the local situation after the merger, clearly defining the roadmap, resources, and assigning specific tasks to each member, agency, and unit.

Implementing Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and digital transformation, An Giang has completed 108/163 assigned tasks (reaching 66.26%) and is implementing 55 tasks under the direction of the Central Steering Committee. Up to now, 100% of commune centers have high-speed fiber optic cables; 100% of state agencies are connected to the Party and State's specialized data transmission network; 102/102 communes, wards and special zones are connected to online video conferences in the province...; priority is given to annually allocating at least 3% of total local budget expenditure for science, technology, innovation and digital transformation development.

Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation has been synchronously implemented by the province, focusing on promoting international integration in science, technology and innovation, contributing to improving competitiveness and expanding development space. Strengthening foreign affairs, especially economic diplomacy with potential countries; regularly providing information to consular agencies, diplomatic agencies, trade agencies of countries and localities that have cooperative relations with the province (Japan, Israel, Denmark, Korea, Thailand, etc.)

Implementing Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era, An Giang province has focused on directing the review of legal documents to amend and replace them in accordance with reality and legal regulations, serving the socio-economic development of the locality, especially the development of science and technology, administrative reform, investment attraction; focusing on law enforcement; propagating to raise awareness of law compliance and improving the quality of drafting and promulgating legal documents.

Implementing Resolution No. 68-NQ/TW of the Politburo on private economic development, the province has focused on removing difficulties for businesses. In 2025, the province completed the review and elimination of unnecessary business conditions, overlapping and inappropriate regulations that hinder the development of private enterprises... Thanks to that, from the beginning of 2025 to now, the whole province has 3,441 newly established enterprises, an increase of 56.48% over the same period.

Regarding Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development and Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health, An Giang Provincial Party Committee has issued an Action Program to implement the Resolution; the Provincial People's Committee, Party committees at all levels and sectors have developed plans to organize implementation.

Comrade Ho Van Mung also said that after 4 months of implementing the conclusions of the Politburo and the Secretariat on the organization of the 2-level local government system, the provincial and communal-level apparatus has been operating smoothly and stably, serving the people's needs well. Decentralization and delegation of power have initially shown effectiveness, helping the communal level proactively handle work, shortening procedures, enhancing the role, responsibility and operational effectiveness of the grassroots government. The communal-level public administrative service center has been deployed synchronously, the service attitude of cadres and civil servants has been highly appreciated by the people, most administrative procedures have been resolved correctly and before the deadline. The team of cadres, civil servants and public employees has shown a sense of responsibility, dynamism, and quick adaptation to new tasks, gradually improving their capacity, meeting management requirements in the transition period.

Party building work in terms of political ideology, ethics, organization, mass mobilization, inspection, supervision, anti-corruption, waste, negativity... has been seriously and effectively implemented, with many aspects having positive changes.

The province's economy continued to develop in the first 10 months of 2025, with most industries, fields and production and business activities developing stably. The province's 9-month economic growth rate (GRDP) reached 7.85% (estimated economic growth rate for the whole year of 2025 is 8.17%).

Regarding the preparation for the APEC Conference, comrade Ho Van Mung said that the Provincial Party Committee Standing Committee has focused on leading and closely directing the preparation of conditions to serve the APEC Conference 2027 in Phu Quoc. Up to now, the Provincial People's Committee has approved the overall project of activities serving APEC; focused on leading the development and implementation of 7 sub-projects; approved local adjustments to the Phu Quoc Special Zone Master Plan. Group 1 includes 10 public investment projects: 09/09 Emergency Construction Orders have been fully issued; Group 2 includes 11 investment projects under the public-private partnership (PPP) and business investment methods. Up to now, all 21 projects have been implemented.

Mobilizing all resources for An Giang to develop quickly and sustainably

Speaking at the meeting, General Secretary To Lam expressed his joy in returning with the Central Working Delegation to visit and work with An Giang province after the merger of An Giang-Kien Giang - a land rich in revolutionary traditions, imbued with Southern culture, with a particularly important geostrategic position, being both the source province of the Mekong River and the gateway to the West Sea of the Fatherland, with the Phu Quoc special economic zone developing strongly.

On behalf of the Politburo, General Secretary To Lam respectfully sent his regards and warmest regards to all cadres, party members, soldiers of the armed forces and people of An Giang province.

The General Secretary pointed out that An Giang is a land that crystallizes the depth of history and culture, associated with Bay Nui and Oc Eo. In addition to the central urban areas and fertile agricultural areas, An Giang also has three new special zones: Phu Quoc, Tho Chau, and Kien Hai, which are strategic islands for developing the marine economy, tourism, services, and ensuring national defense and security at sea. In the process of innovation, integration, and development, An Giang province has affirmed its role as the economic, cultural, tourism, trade, and foreign affairs center of the Mekong Delta region. After merging administrative units, the province has gathered the potential, advantages, and opportunities to realize the goal of becoming a fairly developed province in the country as set out by the 1st Provincial Party Congress.

The General Secretary acknowledged, highly appreciated and warmly commended the very proud achievements that the Party Committee, government and people of An Giang province have achieved in recent times and affirmed that this is the result of the efforts, solidarity and creativity of the entire political system and people of all walks of life in the province; it is an important foundation for An Giang to make a stronger breakthrough in the coming period.

General Secretary To Lam directed and suggested solutions for An Giang to develop quickly and sustainably.

In order to develop An Giang province rapidly and sustainably, rising to become a well-off province of the country, a national marine economic center as proposed by the 1st Provincial Party Congress (2025 - 2030), the General Secretary requested the An Giang Provincial Party Committee to focus on leading and directing the implementation of the requirements of building a clean and strong Party Committee and political system; maintaining solidarity and discipline to create a foundation for development; strengthening national defense, security, foreign affairs, ensuring a stable environment for a border and island area with a strategic position. The spirit of "developing science and technology, innovation and digital transformation" needs to be concretized through practical programs and projects, considering this as a new growth driver. At the same time, An Giang must mobilize and effectively use all resources, especially from the private economy and international cooperation, to promote rapid and sustainable development.

The province needs to note that during the implementation process, it is necessary to always thoroughly grasp and creatively apply the Central resolutions, resolutions on administrative unit arrangement, development of the Mekong Delta region to adapt to climate change, development of the marine economy, and building and protecting the Fatherland in the new situation.

The General Secretary also requested a strong shift in economic structure associated with establishing a new growth model. With a development space of both “plains - forests - sea” and “border - inland”, An Giang needs to restructure its economy in a modern direction, striving for double-digit growth.

The General Secretary suggested strongly developing the marine economy, tourism and modern, innovative services, taking Phu Quoc special economic zone as a breakthrough growth pole; proactively proposing pilot models and new, truly breakthrough policies; attracting strategic investors and international brands. Building Phu Quoc into a "model unit of security, order and urban civilization", creating the image of a peaceful, friendly and disciplined pearl island. Along with that, developing the connecting space of Tho Chau - Kien Hai - Ha Tien - Rach Gia - Hon Dat into a chain of urban areas - seaports - tourism - coastal services and a unified strategic defense line.

The General Secretary also requested to accelerate the completion of strategic infrastructure and expand development space. An Giang needs to closely follow regional and national planning, focusing on investing in traffic axes connecting the upstream region with the sea and islands; with Ho Chi Minh City, Can Tho, Ca Mau, Cambodia and international maritime routes. Prioritize the system of seaports, fishing ports, marinas, Phu Quoc international airport, logistics centers; energy infrastructure, digital infrastructure, drainage, waste treatment. At the same time, strongly promote the private economy, perfect mechanisms and policies, create a favorable and open investment environment; support businesses to innovate and participate deeply in the global value chain. In particular, it is necessary to strengthen integration, cooperation, regional and international linkages to form value chains, economic corridors, and international trade gateways.

The General Secretary also pointed out that it is necessary to create breakthroughs in science and technology, innovation, digital transformation and human resource development, considering this as a key driving force for sustainable growth. The province needs to promote the application of science and technology and digital transformation in the fields of economics, administration and public services; perfect mechanisms, mobilize resources to invest in technology infrastructure, research centers, creative startups, information technology; prioritize digital transformation in state management, health, education, and public services. At the same time, focus on training, fostering and attracting high-quality human resources, and develop specific policies to promote talents. Strengthen international cooperation, receive and transfer advanced technologies in artificial intelligence, biology, big data, clean energy, etc., improve productivity and competitiveness, and gradually turn An Giang province into a center for science and technology application in the Southwest region.

The General Secretary also requested that An Giang strongly and comprehensively develop An Giang culture and people, considering this as the spiritual foundation of sustainable development; build comprehensive An Giang people; improve the quality of education at all levels, promote digital schools, smart schools; build a learning society; pay special attention to education in islands and borders; focus on developing a modern health system, digital transformation of the health sector, improving service quality; medical examination and treatment, towards high-quality health services. Implement well social security policies, sustainable poverty reduction; prioritize support for disadvantaged areas, borders, islands, remote areas, ethnic minority areas, leaving no one behind.

The General Secretary emphasized strengthening national defense, security, and foreign affairs; firmly protecting territorial sovereignty, seas, islands, and national borders. Building a revolutionary, disciplined, elite, modern provincial armed force that is absolutely loyal to the Fatherland, the Party, the State, and the People. Investing in equipment and technical means to maintain political security, social order and safety, and prevent all types of crimes. Strengthening foreign affairs, international integration, and comprehensively; promoting economic diplomacy, promoting the image, potential, and advantages of the province; expanding cooperation with countries, international organizations, and localities in the region, especially potential markets. Improving the effectiveness of the Party's foreign affairs, government diplomacy, and people's diplomacy; building a peaceful, friendly, cooperative, and developing border, so that An Giang province can develop rapidly and sustainably in the new era.

Continue to build and rectify a clean and strong Party in all aspects. Resolutely prevent the degradation of political ideology, ethics, and lifestyle, prevent "self-evolution" and "self-transformation"; firmly protect the Party's ideological foundation, effectively fight against erroneous and hostile viewpoints. Improve the leadership capacity and fighting strength of the Party organization; build a contingent of cadres with sufficient qualities, abilities, and prestige; focus on scientific cadres, women, and ethnic minority cadres.

Regarding the preparations for the APEC Summit, the General Secretary also noted that An Giang province also needs to closely coordinate with the Central Government and localities to successfully organize the APEC Phu Quoc Summit 2027. Affirming that this is a top-notch multilateral foreign affairs event, affirming Vietnam's prestige and position, while opening up great opportunities for economic, trade, investment, cultural and tourism cooperation, the General Secretary requested the province to focus highly on the preparation, review and acceleration of connecting transport infrastructure projects, logistics, trade, services and tourism; focus on urban beautification, environmental protection, building a civilized lifestyle; improve the professionalism of the conference service team. At the same time, strengthen propaganda, raise awareness, create social consensus; promote trade, promote products, culture, cuisine, eco-tourism, contributing to the overall success of APEC 2027./.
