During his visit and working session with the Army units and localities of Ca Mau province in Hon Khoai, on November 19, General Secretary To Lam led a delegation from the Central Government and Ca Mau province to offer incense to commemorate the heroic martyrs at the Hon Khoai Uprising Monument, on Hon Khoai Island, Ca Mau province - a red address associated with the Nam Ky Uprising movement in 1940.

The delegation included Politburo members: Le Minh Hung, Secretary of the Party Central Committee, Head of the Central Organization Committee; Bui Thi Minh Hoai, Secretary of the Party Central Committee, President of the Central Committee of the Vietnam Fatherland Front; Nguyen Xuan Thang, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; Nguyen Hoa Binh , Permanent Deputy Prime Minister; General Luong Tam Quang, Minister of Public Security. Also attending were comrade Trinh Van Quyet, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission; representatives of leaders of central and local departments, ministries, branches.

Military delegates included General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense ; Senior Lieutenant General Huynh Chien Thang, Party Central Committee member, Deputy Chief of the General Staff of the Vietnam People's Army; Lieutenant General Do Xuan Tung, Deputy Director of the General Department of Politics of the Vietnam People's Army; comrades in the Command of Military Region 9, the Navy, the Border Guard, and the 12th Army Corps.

On the side of Ca Mau province, there were comrades: Lu Van Hung, member of the Party Central Committee, Head of the Provincial National Assembly Delegation; Nguyen Ho Hai, Secretary of the Provincial Party Committee and comrades in the Provincial Party Committee Standing Committee.

Under the leadership of the Party, responding to the Southern Uprising movement, in Ca Mau, the Hon Khoai Uprising broke out on the night of December 13, 1940, which was the opening shot for the local revolutionary struggle and the first success. The victory of the Hon Khoai Uprising is associated with the names of 10 heroic martyrs who fought and sacrificed heroically, becoming a brilliant milestone in the history of the revolutionary struggle of the Party Committee, army and people of Ca Mau. The immortal spirit of the uprising lives forever in the hearts of the people and land of Ca Mau, adding strength to the Party Committee, army and people of the southernmost region of the Fatherland to firmly step on the path of fighting for independence and national unification.

General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense planted a memorial tree behind the memorial area.  

At the relic site, in a solemn atmosphere, General Secretary To Lam and the delegation offered incense in memory, expressing deep gratitude to the outstanding sons who fell for the independence and freedom of the Fatherland. Following the spirit of their predecessors, the delegation vowed to preserve and promote the glorious revolutionary tradition of the nation; firmly follow the path chosen by the Party, Uncle Ho and previous generations; firmly maintain the sovereignty of the sacred sea and islands of the Fatherland, and develop Hon Khoai into a strategic center of marine economy, culture and tourism of the whole country.

After the ceremony, the delegation planted a commemorative tree behind the memorial area. The activity was solemnly organized during the working trip to mark the General Secretary's feelings for the Party Committee, government and people of Ca Mau province, spreading the aspiration for green and sustainable development and a humane and meaningful message about environmental protection, adaptation to climate change, symbolically cultivating a green and sustainable future for Ca Mau.
